Gwinnett County Department of Water Resources is requesting quotes for activated carbon and polishing carbon on an annual contract basis, with quotes due November 5, 2021 at 1:00 p.m.
The scope comprises virgin non-impregnated activated carbon in pellet form and polishing media (50/50 blend of zeolite base impregnated with potassium permanganate and virgin bituminous activated carbon), both supplied in 1,100-pound super sacks with a volume of 40 cubic feet per unit. Projected annual quantities total approximately 53 sacks of carbon and 4 sacks of polishing carbon for delivery across nine locations throughout Gwinnett County, including pump stations and air release valve locations. Product specifications include an iodine number minimum of 1,050 mg/g for carbon and hydrogen sulfide removal capacity of 0.3 g/cc for activated carbon and 0.20 g/cc for polishing media.
Pricing must be submitted in U.S. dollars per pound, delivered FOB destination with freight prepaid and no separate shipping charges to the County. Delivery is required within 72 hours of order placement during normal business hours Monday through Friday, excluding County holidays, with the contract term beginning November 22, 2021, comprising a twelve-month initial term and four optional one-year renewal periods, with annual price increases of 5% applied to renewal periods.
The County reserves the right to award to a single vendor or split awards among multiple suppliers and will award to the lowest responsive and responsible bidder. Vendors must confirm product availability and allocation capability prior to bidding, provide three references of comparable projects, carry General Liability and Auto Liability insurance at $500,000 per occurrence each, and provide technical services up to eight manhours per location annually at no additional charge. Vendors must cover all costs for rejected shipments including removal and tank clean-out expenses. Questions are due October 27, 2021 at 2:00 p.m., directed to Brittany Taylor, Purchasing Associate II, at 770-822-7759 or brittany.k.taylor@gwinnettcounty.com.
