About this opportunity
Louisiana Tech University Office of Purchasing is requesting bids on one FAA-approved Advanced Aviation Training Device replicating a Cessna 172 with G1000 NXi avionics, with bids due November 2, 2026 at 2:00 p.m., and delivery required on or before February 1, 2027.
The device must feature wrap-around visual displays with a minimum 200-degree field-of-view, an instructor station compliant with FAA Advisory Circular 61-136B, iPad/ForeFlight integration, and navigation databases with synthetic vision technology, terrain awareness, and WAAS capabilities. Maximum installed dimensions are 165" length × 165" width × 105" height with the ability to fit through 90" × 90" doorways. A 12-month warranty is required. The vendor must provide detailed vendor-generated quotes demonstrating compliance with all specifications.
The solicitation includes two installation options: Option 1 requires the vendor to provide on-site staff for unboxing, assembly, startup, and functional testing; Option 2 allows remote technical support via telephone, email, or virtual means while Louisiana Tech's aviation technical specialist performs assembly and installation. If Option 1 is awarded, the vendor must provide a Certificate of Insurance meeting Louisiana Tech's requirements, including Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Professional Liability ($1 million), Cyber Liability ($1 million per occurrence), and Workers' Compensation.
All costs — production, shipping, freight, installation labor (if applicable), customs clearance, duties, and taxes — must be included in the bid price on an FOB Destination basis to the Flight Operations Center in Ruston, Louisiana. The vendor is responsible for all importation and customs brokerage costs. Bid prices must remain firm for 90 days from bid opening. No bid bond is required. Bids must be manually signed in ink by an authorized representative with evidence of signature authority under Louisiana Revised Statute 39:1594(c)(4). No pre-bid conference is scheduled. Sealed bids must be returned to the Office of Purchasing in Ruston, Louisiana.
