About this opportunity

The City of Long Beach is purchasing one current model Hamilton Twin Water Jets HJ322 unit under ITB FM-25-639, with bids due September 16, 2025 at 11:00 a.m. Pacific Time. A 10% local-vendor preference applies to Long Beach-based businesses meeting specified criteria, reducing their bid price solely for determining the lowest responsible bid, though payment is based on actual bid price if awarded. The contract is funded through PSGP-FEMA, triggering federal debarment certification requirements.

The scope is a single Hamilton HJ322 Twin Water Jets system for daily operations by the Long Beach Police Department (Unit #3934, Moose Boat). The specification mandates a 320 mm single-stage mixed-flow impeller with left-hand rotation, dry weight of at least 603 pounds, steerable nozzle with inboard tiller and reverse split-duct deflector, 24kW 5-blade impeller, transom angle, aluminum installation components, GWB-150 mm coupling, and anti-fouling primer. The manufacturer must establish a warranty and repair facility within 50 miles of Long Beach City Hall and provide a three-year manufacturer's warranty covering defects in material and workmanship from date of service placement. Service acknowledgment is required within one working day of notification; liquidated damages of $50 per day apply for delivery delays. Delivery is FOB to 2600 Temple Avenue, Long Beach, California 90806, within 60 days after purchase-order receipt. All shipping, handling, unloading, and inside-delivery charges are included with no additional fees for restocking, service, minimum orders, or fuel surcharges.

The contract term is one year with four optional one-year renewals. Pricing must be firm for the contract term. Payment is net 30 days after invoice. Questions are due August 21, 2025. Award is anticipated for October 2025. Mandatory bid attachments include Supplemental Bid Information & Authorization form, references, debarment certification, Equal Benefits Ordinance compliance certification, and compliance certification. The City awards to the lowest responsible and responsive bidder.
