About this opportunity
The Texas Department of Criminal Justice is requesting sealed bids for the purchase and installation of one 155-kilowatt emergency generator, one 600-ampere automatic transfer switch (ATS), and one 600-ampere docking station at the Crain Unit facility in Gatesville, Texas, with bids due March 6, 2026.
The generator must be rated at 208/120 volts AC, three-phase, 60 hertz with weatherproof housing. The ATS must be rated at 208 volts AC, three-phase, four-wire in NEMA 3R enclosure. The docking station must be rated at 208/120 volts AC in NEMA 3R enclosure. A new 600-ampere disconnect switch rated at 240 volts AC, three-phase, non-fused in NEMA 3R enclosure is also required. All electrical work must comply with current National Electrical Code standards and TDCJ specifications; all circuit conductors must be copper THWN-2 installed per NEC standards. Brand or manufacturer references in the specifications are descriptive and allow for A/E-approved equal alternatives meeting stated specifications. The existing transformer bank consists of three 75-kilowatt units rated at 4160/2400 to 208/120 volts AC.
Engineering drawings prepared by Texas Professional Engineer Eduardo F. Viana (License No. 129756) dated July 7, 2025 are attached and include site plan, one-line reference diagrams, and detailed system configurations for the Crain/Hackberry Unit location (coordinates 31.47197 N / -97.74000 W, MWR No. 02424027).
The procurement may be subject to Texas state purchasing preferences and set-asides for historically underutilized businesses or small businesses in accordance with Texas procurement regulations. Bidders must comply with state purchasing requirements, including performance or payment bonds as determined by contract value. An amendment to the original solicitation was issued and must be acknowledged in all proposals.
