About this opportunity

Gwinnett County Board of Commissioners is requesting bids on simulated training equipment for the Sheriff's Office under ITB BL132-22, with bids due November 30, 2022, and public opening at 3:00 p.m. the same day. The project is partially funded by a Criminal Justice Coordinating Council (CJCC) grant.

The scope comprises two virtual reality use-of-force and de-escalation simulator packages, one multi-user networking kit, two virtual laptop-based marksmanship systems, one FATS 100P portable marksmanship system or equivalent, two Glock 17 pistol simulators, one BlueFire fill station with compressed air bottle and yoke valve, and two additional VR simulators. Optional accessories include additional simulators, firearm replicas (Glock 17/19, Sig P320/M18, M4), tasers, OC spray, hand tracking, and custom scenario packages. The VR system must include physically accurate weapon replicas representing issued weapons such as Glock 17 pistols, AR15 patrol rifles, Remington 870 shotguns, Tasers, batons, OC spray, and flashlights. Systems must support uploading of Georgia POST and agency qualification courses, provide real-time performance feedback with scenario pause and shot tracking, multi-angle replay viewable through VR goggles and standard monitors, and accommodate multiple course types including weapon qualification, weapon and tactics with simulated cover and vehicle scenarios, and de-escalation training. All pricing must be inclusive of freight, delivery, installation, configuration, on-site training for up to five trainees per simulator, and a minimum one-year standard warranty.

Award will be made to the lowest responsive and responsible bidder for the primary VR systems; optional items may or may not be awarded based on remaining grant funding. Vendors must be registered in good standing on sam.gov (or submit a screenshot demonstrating application), provide three project references, comply with Georgia's E-Verify requirements, and maintain insurance including workers' compensation, commercial general liability ($500,000 per occurrence), auto liability ($500,000 per occurrence), and umbrella liability ($1,000,000) with A.M. Best rating A-5 or higher. Questions are due November 18, 2022. Addendums 1, 2, and 3 must be acknowledged on the bid form to avoid rejection. Bonds are not required.
