About this opportunity
The County of Orange Sheriff-Coroner is soliciting bids under Invitation for Bid 060-3135104-CC for the purchase and delivery of custom food trays, with questions due November 5, 2026 before 3:00 p.m. and bids due November 12, 2026 at 4:00 p.m. The County offers a 5% preference deduction during evaluation for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders, and an 8% preference for businesses certified as both.
The County is procuring custom shrunken Ultraguard food containers rated for high-temperature material up to 400 degrees, with three compartments in brown or teal, for the Food Services Division at various Orange County jail facilities. Items contacting food must comply with National Sanitation Foundation (NSF) standards. Bidders price two line items: one dozen (12 pieces) and one case (24 pieces). Orders must be fulfilled within seven to fourteen working days, with deliveries off-loaded between 7:00 a.m. and 3:00 p.m., Monday through Friday. The model contract names the Food Services Warehouse at 1530 S. State College Boulevard, Anaheim, California as the delivery location.
The contract is a three-year firm, fixed-price term from execution with no automatic renewal unless the County Board of Supervisors approves. Prices remain fixed during the first contract year. Thereafter, increases require 30 days' advance written notice and documented cost justification, and all price decreases extend automatically to the County. The contractor must guarantee prices equal to or lower than those offered to other local, state, or federal government entities. Payment is net 30 days in arrears following invoice approval. Required coverage includes commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, California-compliant workers' compensation, and employers' liability of $1 million per accident or disease. Successful bidders must provide certificates of insurance with additional insured endorsements, a current W-9, and valid DUNS and UEI numbers within seven days of award notification.
The contract includes a cooperative provision allowing other governmental and nonprofit entities to use the same pricing and terms, subject to a 2% administrative rebate on subordinate contract sales paid quarterly to the County. Award goes to the lowest responsive, responsible bidder, and bids remain valid for 365 days after the closing date. Submissions must be made electronically through the County's eProcurement Portal, and all questions must be submitted through the portal's Question & Answer section.
