About this opportunity

The State of Missouri, Office of Administration, Division of Purchasing is requesting proposals on behalf of the Department of Natural Resources for pump-and-treat services of contaminated groundwater at the Valley Park TCE Site, with proposals due September 2, 2026 by 2:00 p.m. Central Time. Amendment 04, issued after the original August 5, 2026 RFP, cancels the original solicitation pending issuance of a revised RFP—this procurement is in flux and the revised solicitation should be monitored.

The scope covers continuous 24/7 operation and maintenance of a Groundwater Extraction & Treatment System (GETS) that treats volatile organic compound–contaminated groundwater (primarily trichloroethene) through a pump-and-treat system comprising a 12-inch extraction well, 15-horsepower submersible pump with variable frequency drive, and six-tray stainless steel air stripper operating at approximately 180 gallons per minute. Services include project planning, remote monitoring via SiteLink web-based interface, air stripper and extraction system maintenance, chemical handling (antiscalant AN-100NP), sampling, data management, and coordination with local, state, and federal agencies. The system must maintain no more than 10% downtime per month and respond to system failures within 12 hours. Treated water discharges to Metropolitan Sewer District storm sewer system. Place of performance is 555 St. Louis Avenue, Valley Park, Missouri.

Required personnel include a Missouri-licensed Professional Engineer as Project Engineer (three years minimum experience), a Missouri-licensed Professional Engineer as Field Engineer (three years minimum experience), a Senior Scientist (Missouri-licensed Professional Engineer or Professional Geologist, three years minimum experience), and a Junior Scientist (Missouri-licensed Professional Engineer or Professional Geologist, one year minimum experience). The contractor must demonstrate minimum three years of experience in GETS operation and maintenance, site inspection, reporting, remote monitoring, and emergency response coordination.

The initial contract period is one year from effective date, with the Division of Purchasing holding options to renew for three additional one-year periods. Pricing must be firm and fixed with labor itemized by classification and hourly rate; equipment, materials, and supplies at unit prices; utilities reimbursed as incurred. All operational costs including supplies, subcontractors, monitoring, and special waste disposal are the contractor's responsibility. Minor repairs up to $10,000 may be performed with prior approval if exceeding $1,000; repairs exceeding $10,000 are the state's responsibility. A previous contract exists under Contract CS202656001 (RFPS30034902002656), searchable in the Division of Purchasing's Awarded Bid & Contract Document Search System. Non-mandatory facility tours were scheduled August 20 and August 27, 2026 at 10:00 a.m. Vendors must achieve "Approved" and "Spend Authorized" registration status in MissouriBUYS powered by MOVERS to be considered for award.
