About this opportunity

The City of Social Circle, located in Georgia, is seeking proposals for a Pump Station SCADA (Supervisory Control and Data Acquisition) system project to be implemented in Wilcox County. The procurement involves purchasing, installing, and warranting a comprehensive cellular SCADA system for municipal pump stations, with specific requirements including the provision of all necessary components and equipment, complete system installation, and comprehensive programming. Key deliverables include enclosing GRM SCADA system components in NEMA 4X Stainless Steel boxes, using aluminum Unistrut or galvanized steel for mounting, and ensuring a 5-year manufacturer's warranty with the first year of service included. The project has a defined timeline of 120 consecutive calendar days, with proposals due by 11:00 A.M. on Tuesday, April 8, 2025, to be submitted at the City Manager's Office located at 166 North Cherokee Road, Social Circle, GA. The city will evaluate and award the contract to the proposal deemed most advantageous, with interested contractors required to provide their street address, phone number, and email to ensure prompt communication of potential addenda.

While specific set-aside designations are not explicitly detailed in the documents, the project appears to be funded through a State Revolving Fund (SRF) loan, which triggers American Iron and Steel Special Conditions requirements. Bidders must submit a Bid Bond of at least 5% of their total bid amount, and successful contractors will be required to provide Performance and Payment Bonds equal to 100% of the contract amount. Detailed specifications and contract documents are available on the City of Social Circle's website and Turnipseed Engineers' website (https://turnipseed.com/current-projects/out-for-bid), allowing potential vendors to review comprehensive project details. The city has reserved the right to reject any or all proposals and to waive informalities in the bidding process. Interested vendors should carefully review the full documentation, as the project involves specialized technological infrastructure and requires precise implementation of SCADA system components across municipal pump stations.
