About this opportunity
Paradise Valley Unified School District in Arizona is issuing a Request for Proposal (RFP) for pump station, grease traps service, repair, installation, and replacement services across its 100-square-mile service area in northeast Phoenix and north Scottsdale. The District seeks qualified contractors to provide sewer injection pump station inspections, maintenance, and emergency repair services, as well as grease trap pumping at multiple school sites, including 26 elementary schools, one K-8 school, six middle schools, five high schools, two alternative education sites, one comprehensive online school, and seven administrative sites serving approximately 25,000 students. Key service deliverables include annual pump inspections at designated locations such as Mountain Trail Middle School and Pinnacle High School, grease trap services at five high schools and the Transportation Department Garage, and emergency response with two-hour standard maintenance call response times and one-hour emergency response times. Required qualifications include an Arizona Registrar of Contractors license, comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance, professional liability miscellaneous errors and omissions insurance with $1,000,000 minimum per occurrence, and physical abuse and sexual misconduct liability coverage of $1,000,000 per injury, with the District named as additional insured. Contractors must also provide a minimum of three references for similar services performed for school districts and public entities. The RFP evaluation criteria prioritize the inspection program offered, experience and expertise of the firm, cost of the program, and responsiveness to RFP requirements. The pre-proposal conference is scheduled for January 21, 2026, at 10:00 AM at the Facilities and Construction Department with an immediate site visit following at Pinnacle High School, and proposals must be submitted by January 29, 2026, at 2:30 PM Arizona time through the Bonfire electronic procurement platform.
The RFP does not specify set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprises. The existing contract being replaced is numbered 25-019, and the District has historically spent over $64,000 for inspection, service, and repair of sewer injection pumps and grease traps over the previous two years, providing a baseline for potential award values. The contract term is one year from board approval with District options to unilaterally extend for 31 days or mutually extend up to 48 months in 12-month increments through 2030, and this solicitation is not all-or-nothing, meaning multiple awards may be made to different vendors for specific service areas. Pricing must be firm and fixed for the first three contract years, with years four and five allowing maximum price increases of 3 percent above the previous year's cost. Contractors must provide set pricing for annual pump inspections, labor rates for miscellaneous service and repair at both normal and non-business hours, parts discounts, and applicable tax rates. All work must comply with state, municipal, and local codes, with invoices submitted to Suzanne Tossell at the Facilities and Construction Department on net 30-day payment terms upon receipt and acceptance of services.
