About this opportunity

The State of Iowa, Department of Administrative Services, is seeking bids for pump repair and maintenance services at the Capitol Complex and State facilities in the Des Moines metro area under an Indefinite Delivery/Indefinite Quantity contract, with bids due September 4, 2026.

The scope covers emergency repair, preventive maintenance, corrective repair, parts replacement, complete pump replacement, testing, commissioning, and documentation for centrifugal, vertical turbine, submersible, and rotary pumps used in water/wastewater, HVAC, and utility operations. Bidders must be manufacturer-authorized service providers for major pump brands or possess documented equivalent experience. The contract requires 24/7/365 coverage with response times of 24 hours for routine service requests and technician arrival within two hours at Capitol Complex locations or four hours at other State facilities (plus travel time for emergency calls). All work must comply with ASTM, ANSI, State of Iowa Building and Fire Codes, NFPA codes, and applicable Iowa Code standards, and must include one-year warranties and comprehensive documentation and performance testing. Bidders assume responsibility for equipment installation and removal, site restoration, safety compliance (including lockout/tagout and confined space procedures), and daily site cleanliness.

The primary contract term runs October 1, 2026 through September 30, 2027, with the State retaining the sole option to renew for up to five additional annual extensions on the same or more favorable terms. Performance will be monitored against emergency response compliance, preventive maintenance completion rates, first-time-fix rates, and customer service metrics, with contract termination possible for failure to meet standards for two consecutive quarters. Written questions and clarification requests are due August 24, 2026 at 2:00 p.m. Central Time. Bids must be submitted via the IMPACS Electronic Procurement System by 2:00 p.m. Central Time on September 4, 2026.
