About this opportunity

The Rivanna Water & Sewer Authority is requesting bids on pump and haul services for sludge removal from its water and wastewater treatment facilities in Albemarle County and Charlottesville, Virginia, under IFB #442, with sealed bids due July 16, 2026 at 3:00 p.m. and questions due July 6, 2026.

The scope encompasses sludge pumping and hauling from six primary facilities—Glenmore Wastewater Treatment Plant, Red Hill Water Treatment Plant, Scottsville Wastewater Treatment Plant, Scottsville Water Treatment Plant, South Rivanna Water Treatment Plant, and Stone Robinson Elementary School—with service frequencies ranging from weekly to monthly plus emergency calls. All sludge is transported to the Moores Creek Wastewater Treatment Facility. The contractor must provide tank trucks with minimum 4,000-gallon capacity, employ drivers holding valid Class A Commercial Driver's Licenses with appropriate endorsements, and obtain a valid sewage hauler permit from the Virginia Department of Health. Additional requirements include providing suction hoses (20 feet for wastewater facilities, 40 feet for water treatment facilities), responding to emergency calls within three hours, and hauling full loads whenever possible. The contractor is responsible for all property damages and spill cleanup.

The contract runs from August 1, 2026 through July 31, 2027, with four optional successive one-year renewal terms for a maximum five-year duration. Bidders submit pricing on a per-truckload basis using the provided Bid Submittal Form, with all costs including fuel surcharges and other expenses included in the unit price. Award will be to the lowest responsive and responsible bidder based on a hypothetical evaluation scenario using estimated weekly frequencies for the four primary facilities. Minimum insurance includes Commercial General Liability with $2,000,000 general aggregate limits, Business Automobile coverage with $1,000,000 combined single limits, and statutory Workers' Compensation coverage. Payment terms are Net 30 from invoice receipt. Site inspections are recommended but not required and must be scheduled between 8:00 a.m. and 3:00 p.m. Monday through Friday on or before July 8, 2026. No pre-bid meeting is scheduled.
