About this opportunity

The State of California Department of Developmental Services is issuing an Invitation for Bid (IFB PR269013) to procure pulmonary services for Porterville Developmental Center (PDC) covering a three-year contract period from July 1, 2026 through June 30, 2029. The selected contractor will provide comprehensive pulmonary services to PDC individuals with developmental disabilities, delivering all services on-site in accordance with the Sample Agreement and detailed service requirements outlined in Exhibit A of the IFB. Minimum bidder qualifications mandate that all contractors hold current licensure in pulmonary services, with copies of all licenses submitted with bid documents; any bids submitted for work outside the scope of licensure will result in automatic disqualification. Individual contractors or staffing agencies must provide qualified personnel with a minimum of three years of experience working with developmentally disabled individuals, with staffing agencies required to have qualified candidates in place at the time of bid submission and to provide proof of candidate licensure. Additional compliance requirements include completion of pre-employment and annual modified health examinations, tuberculosis testing, and Hepatitis B antigen screening within 90 days of service start, as well as fingerprint clearance under Department Policy Memorandum #423 for staff providing direct client care. The bid submission deadline is May 12, 2026, with proposals due to the State for evaluation.

The solicitation documents do not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors. Bidders must establish comprehensive operational infrastructure including general liability and professional liability insurance with minimum coverage of $1,000,000 per occurrence and $3,000,000 in aggregate, with the State named as additional insured. Contractors are responsible for all employee salaries, taxes, workers' compensation, unemployment insurance, and costs associated with required health examinations and background clearances, and must establish accounting systems using generally accepted accounting principles with monthly reporting requirements. No subcontracting is permitted without prior written State approval. All products and deliverables created during the contract term become the sole property of the State, and the State retains the right to terminate the contract for convenience with 30 days' written notice. The specific budget parameters and award value are detailed in Exhibit B Budget, though the solicitation materials provided do not disclose the exact dollar amount or pricing structure for this three-year service delivery contract.
