About this opportunity
The Georgia Department of Corrections is soliciting qualifications from registered engineers and architects for design services on the Pulaski State Prison Kitchen and Dining Room Renovations (GDC-23 PULA-SP01-DP), with responses due July 6, 2022 by 3:00 p.m. EST.
Respondents must be established firms licensed to practice engineering or architecture with a principal office located in Georgia — a geographic eligibility requirement. The facility at 373 Upper River Road, Hawkinsville, Georgia currently houses 1,225 offenders and prepares three meals daily.
The scope spans schematic design, design development, construction documents, bidding assistance and negotiation, and construction administration. The design must accommodate environmental surveys (ACM, lead paint, mold assessment); site and structural work including grading, concrete replacement at the dock, roof modifications, and waste-piping replacement; floor and wall finishes; grease trap systems; kitchen equipment specification; HVAC, fire sprinkler, and alarm systems; electrical panel upgrades; natural gas and water service lines; CCTV and communications; and loading dock improvements. The design must maintain a temporary daily kitchen operations plan during renovation.
The stated cost limitation is $5.48 million. Following qualifications evaluation, three or more highly qualified firms will be invited for interviews, with optional site visits available for selected firms.
Selection criteria are organization, design ability, past performance, ability to meet time requirements, budget adherence, and professional experience. Submissions must include a letter of interest, a current GSA Standard Form 330 (Architect/Engineer Questionnaire), and a notarized, executed Contractor Affidavit under O.C.G.A. 13-10-91(b)(1). Mailed packages are required; no in-person deliveries are accepted. A digital copy must also be emailed to Charles.Green@gdc.ga.gov by the deadline.
