About this opportunity

The City of Philadelphia is requesting quotes on puck lock brackets for work vans as a micro purchase to be awarded to the lowest responsive and responsible bidder by August 5, 2026. The award will be made as a whole or by line item at the City's discretion; vendors must quote all items to qualify for award consideration.

The contract term is 365 days from the effective date with no renewal options. The total contract value may not exceed $45,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, rounded to the nearest $1,000. Delivery terms are FOB Destination Point, and sellers must not begin delivery or provide services until notified by the requesting department and a Purchase Order is issued.

All quotes must be submitted electronically through PHLContracts by August 5, 2026, with pricing valid for 60 days from submission or throughout the contract term for requirements contracts. Quotes must be net of taxes; the City is exempt from federal excise and transportation taxes and Pennsylvania Sales and Use Tax.

Sellers must maintain workers' compensation insurance at statutory limits and general liability insurance with a $500,000 per occurrence limit. Compliance with all applicable Philadelphia tax requirements, nondiscrimination ordinances, ethics requirements, and tax indebtedness certifications is mandatory. Sellers must indemnify the City against all losses, claims, and liabilities arising from breach of contract, negligence, or infringement of proprietary rights.

An executed Consent & Authorization form must be on file in the vendor profile to be considered for award. The optional LGBTQ Applicant Opportunity Data Form may be submitted. The LBE Program does not apply to small order purchases, though the certification question must be answered during submission. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, and accept quotes on any combination of items. Payment is contingent upon delivery, City approval, invoice submission, and establishment of electronic payment arrangements.
