About this file

This is a seller checklist document for the City of Philadelphia Procurement Department's PHLContracts system for small order purchases related to puck lock brackets for work vans. The checklist provides step-by-step guidance for vendors submitting quotes through the PHLContracts online platform. The micro purchase will be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and should not deliver or provide services until notified by the department.

The checklist outlines the required submission steps including selecting the appropriate seller role, confirming Local Business Entity (LBE) certification status, entering unit costs for each listed item, answering mandatory questions, accepting terms and conditions, and submitting required attachments. All vendors must have an executed Consent & Authorization form on file in their vendor profile to be considered for the award. The optional LGBTQ Applicant Opportunity Data Form may also be submitted. Vendors are required to review their quote for any red validation warnings before final submission through the PHLContracts portal at www.PHLContracts.phila.gov. The LBE Program does not apply to small order purchases, though the certification question must be answered to proceed with the quote submission process.
