About this opportunity
The City of New Haven Department of Public Works is issuing Invitation to Bid (ITB) 2026-ITB-338 to procure uniform rental, cleaning, repair, and replacement services for approximately 115 employees across three designated facilities: Central Services Locker Room (34 Middletown Ave), Fleet Maintenance Locker Room (424 Chapel St), and Refuse Building (256 Middletown Ave). The selected vendor must provide newly conditioned lockers and keys for each uniformed employee, with services including regular weekly pickup and delivery, laundering, garment maintenance, inventory management, and weekly reporting of garment transactions. All deliverables must meet strict service level agreements, including one-week turnaround on cleanings, three-week or less turnaround on repairs or replacements, and no charges for repairs on garments over two years old, size changes, or returned uniforms upon employee departure. Bidders must provide unit pricing for all uniform items, miscellaneous services, and floor mat rental and cleaning services, with all costs including delivery, repairs, replacements, and restocking fees incorporated into unit pricing with no hidden charges permitted. The contract term is one year with two one-year renewal options, both at the City's sole discretion. Questions and clarifications are due by May 13, 2026, at 5:00 PM, with all bids due electronically through the City's OpenGov eProcurement Portal by May 20, 2026, at 3:00 PM. No bid bond is required unless the total bid exceeds $100,000, in which case a certified check or bid bond equal to 5 percent of the total bid must accompany the submission.
Bidders must comply with the City of New Haven Living Wage Ordinance, requiring a minimum of $21.38 per hour with benefits or $22.38 without benefits for fiscal year 2025-26, increasing to $21.95 and $22.95 respectively for fiscal year 2026-27 (effective July 1, 2026), and must achieve a 25 percent Minority and Women-Owned Small Business (MBE/WBE) participation goal as documented through the completed MBE Utilization Form. All respondents must submit required certifications including a notarized Disclosure and Certification Affidavit, Current Workforce Certificate, Statement of Qualifications, Non-Collusion Affidavit, Ban the Box Agreement, and Certificate of Non-Arrearage, along with proof of insurance coverage including General Liability ($1,000,000 per occurrence, $2,000,000 combined aggregate), Auto Liability ($1,000,000 combined single limit), Workers' Compensation (statutory limits), and Professional Liability ($1,000,000), all naming the City as an additional insured. Contractors must also comply with mandatory Commission on Equal Opportunities (CEO) requirements, including submission of prevailing and living wage EEOC packages and attendance at pre-award conferences, with non-refundable EEOC package submission fees tiered by contract value (ranging from $100 for contracts valued $1 to $10,000 up to $4,000 for contracts valued $10,000,001 and over). The City reserves the right to reject all bids, award to the lowest responsible bidder, or award separate items to separate vendors. No specific budget amount is disclosed in the solicitation materials; however, the requirement for EEOC fees and the potential applicability of ARPA funding templates suggest the contract value may vary based on submitted bids and the City's appropriated funds.
