A local business preference is available under Clay County Resolution No. 2018/2019-2 for qualifying contractors.

The scope encompasses manhole interior cleaning, structural repair of failed sections, sealing active leaks through walls and joints, surface preparation, and application of monolithic-liner coatings resistant to hydrogen sulfide gas and aging. Contractors must be licensed, have operated for a minimum of five years performing similar work, and self-perform at least 40 percent of awarded work with their own workforce. All permits, fees, and inspections are the contractor's responsibility. Mandatory site inspections are required; the County disclaims responsibility for conclusions or claims for additional compensation based on inadequate site assessment.

Substantial completion is required within three weeks of Notice to Proceed, with final completion within 30 calendar days of punch-list delivery. Normal work hours are Monday through Friday, 7:00 a.m. to 3:30 p.m., unless County approval is obtained for alternative scheduling. Required insurance includes Commercial General Liability ($1 million per occurrence / $2 million aggregate), Business Automobile Liability ($1 million combined single limit), Workers' Compensation at statutory limits, and Builder's Risk Property Coverage at 100 percent of project value. The County reserves right to approve all subcontractors and may request identification of equipment, personnel, and work percentages. Payment is monthly based on completed work under the Florida Local Government Prompt Payment Act with statutory retention. The County may cancel with 30 days' written notice for unacceptable quality or performance.
