About this opportunity

The Town of Frederick, Colorado is requesting proposals for PFAS remediation at its Public Works property located at 7301 Eagle Boulevard, with proposals due October 9, 2026 at 2:00 PM. The site was formerly used as a firefighting training facility where aqueous film forming foams were applied, resulting in per- and polyfluoroalkyl substance contamination confined to a small area around three sampling points with vertical extent to approximately 3 feet below ground surface.

Qualified proposers must demonstrate a minimum of five years of continuous experience in environmental investigation, remediation, and hazardous waste management, with documented completion of at least three PFAS-related projects within the past seven years, with at least one involving soil or groundwater remediation under state or federal oversight.

The scope includes property investigation, soil excavation and removal of PFAS-impacted material, trucking, disposal, backfill and seeding, remediation sampling, and post-remediation investigation. Soil boring investigations extended to approximately 10 feet below ground surface per the Phase II Environmental Site Assessment. The Town will accept cost proposals as either lump sum or hourly rates with a fee schedule and reimbursable expenses.

Evaluation is weighted as Qualifications & Experience (30%), Technical Approach (30%), Cost/Value (25%), and References & Past Performance (15%). The Town reserves the right to reject any or all proposals, negotiate scope and pricing with the selected proposer, and is not obligated to select the lowest-cost proposal. Questions are due October 5, 2026 at 5:00 PM, with responses posted October 7 at 12:00 PM. Notice of award is expected October 14, 2026, with contract start within three weeks of award.
