APPENDIX A SOIL ANALYTICAL LABORATORY REPORTS
INTRODUCTION
In July 2024 Smith Environmental and Engineering (SMITH) was retained by the Town of Frederick to conduct an additional Phase II Environmental Site Assessment (Phase II ESA) at a portion of the property located at 7301 Eagle Blvd., Frederick, Colorado 80530 (see Figure 1). The site was used historically as a firefighting training facility and aqueous film forming foam (AFFF) was used in training exercises. The Town of Frederick (Town) owns the Site. AFFF is a type of foam that fire departments use to fight liquid-based fires (i.e., those started by oil, gasoline, or other flammable liquids). AFFF is known to contain per-and polyfluoroalkyl substances (PFAS). One drum of AFFF was stored at the Site. Herein, this former training facility is referred to as the Site.
The firefighting training structures existed at the Site from 2020-2023 but were removed before this investigation. All that remains are several 8 ft by 15 ft concrete pads that surrounded the former metal structures. The metal structures sat on crushed asphalt gravel surrounded by concrete pads (see Photograph 1).
During a 2023 site investigation conducted by ERM (2023), they collected and analyzed soil samples from the perimeter of the metal structures and found that FP-1, FP-3, and FP-4 contained PFAS compound above laboratory detection limits. The location of FP-1, FP-3, and FP-4 and the structures are shown in Photographs 1-3 below. U.S. Environmental Protection Agency (USEPA) Residential Regional Screening (Cleanup) Levels (RSL) (USEPA 2021) for PFAS do not exist, therefore, any value above detection limits is regarded as a potential health and safety risk. No recommendations were made in the ERM (2023) report regarding remediation of the Site. The purpose of the ERM (2033) investigation was to confirm absence/presence of PFAS at the Site, not to determine the horizontal and vertical extent.
The Site about covers 0.3 acre of land.
The purpose of this additional Phase II ESA investigation is to determine the horizontal and vertical extent of the PFAS compounds given the documented existence of PFAS compounds at FP-1, FP-3, and FP-4, and make remediation recommendations.

1.1 PHYSICAL SETTING
The Site is on the Frederick, CO, United States Geological Survey (USGS) Topographic Quadrangle (USGS 1994) and is located just West of the Town of Frederick’s Public Utilities buildings in Weld County, Colorado.
The site topography is smooth and has slope of approximately 2 percent, sloping to the West. It lies at an elevation of approximately 4,962 ft above mean sea level. A small man-made drainage approximately four ft deep and 15 ft wide lies immediately to the South of the Site.
Soils are mapped and classified by the Natural Resources Conservation Service (NRCS) (2024) in and around the Site and consist of eolian silt and clay with some sand. They are classified as Onley fine sandy loam, 1-3% slopes. Caution should be used, however, when assuming these mapped soils are at the Site.
The USDA warns that Web Soil Survey mapping may not be accurate for areas as small as 0.3 ac and further warns that to assume the mapping is accurate is a misuse of Web Soil Survey data (NRCS 2024).
Groundwater flow at the Site is assumed to be towards the West, the direction of the surface flow and topography.
1.2 SITE HISTORY AND LAND USE
The Town has used the Site to store materials and old equipment associated with their Public Works facility. Prior to the Town owning the Site, the land was used for agricultural purposes – cropland and pasture.

METHODS
A field investigation was conducted, and soil samples collected of the Site. Samples were collected from hand augered soil borings and taken to the laboratory for analyses and are the basis for conclusions in this report. All field activities were completed in accordance with SMITH’s Corporate Health and Safety Manual (SMITH 2023).
2.1 FIELD INVESTIGATION
Soil borings were completed by a stainless-steel hand auger to sample and determine the extent of PFAS compounds (only) beyond FP-1, FP-3, and FP-4. Texture was determined and profiles were described according to the standards of the Soil Survey Manual (USDA 1993). A nearby Phase II ESA investigation (SMITH 2023) showed bedrock in the area at 16-18 bgs, therefore, this investigation would probably not encounter bedrock making it a hydro pedologic, not a hydrogeologic investigation. Therefore, the methods of the Soil Survey Manual (USDA 1993) are followed because this was a hydro pedologic investigation. Composite soil sample was collected for every 40 in. interval in the soil profile.
The soil samples collected for laboratory analyses were immediately placed in laboratory-supplied pre labeled sample containers, then placed in an ice-filled cooler for transport to the laboratory under appropriate chain-of-custody protocols for laboratory analyses. Elevation Diagnostics, Division of Environmental Testing (Elevation) in Aurora, Colorado, a USEPA certified laboratory, performed the analyses according to U.S. EPA Method 1633 (USEPA 2024) for 40 PFAS related analytes.

RESULTS AND DISCUSSION
A total of eight soil borings (SB-1 through SB-8) were completed to a depth of ten feet below ground surface (bgs) for this investigation. These boring locations are positioned 10 to 40 ft up gradient and down gradient of FP-1, FP-3, and FP-4 locations to ensure an understanding of the horizontal and vertical extent of the PFAS analytes bgs. The soil samples were collected from 40-in. intervals, therefore a total of twenty-four samples were collected and analyzed. The location of these borings is shown in Figure 2.
Groundwater was encountered in all the borings between 85 in. and 113 in. bgs. Bedrock was not encountered above 10 ft bgs. Soil textures encountered included silty clay loam, fine sandy loam, loam, very fine sandy loam, silt loam, typical of finer textured eolian material.
3.1 SOIL ANALYTICAL RESULTS
A summary of the laboratory analyses is presented in Table 1 and the detailed laboratory reports are included in Appendix A.
None of the eight borings and twenty-four samples showed PFAS analyte levels above laboratory detection limits. Therefore, the extent of PFAS contamination, only detected by ERM (2023), is confined to a small area. And the proposed remediation area is centered on FP-01, FP-03, and FP-04 – see Figure 2 and Photographs 1-3. ERM sampling extended to 3 ft bgs so the vertical extent of PFAS contamination is not known in the proposed remediation area, but it is believed to be 3 ft bgs based on the eight borings by SMITH.

CONCLUSIONS AND REMEDIATION RECOMMENDATIONS
None of the eight borings completed by SMITH or the twenty-four samples analyzed by Elevations showed PFAS analyte levels above laboratory detection limits. These borings and laboratory results confirm the PFAS contamination is limited to a small area approximately 30 ft long (N-S) and 20 ft wide (E-W), about 500 sq ft. While there are no published RSL levels for PFAS compounds, SMITH believes the USEPA and Colorado Department of Public Health and Environment will regard a site with PFAS compound levels below laboratory detection limits as not requiring any cleanup.
The extent of PFAS contamination, only detected by ERM (2023), is confined to a small area (Remediation Area) shown in Figure 2. The proposed Remediation Area is centered on FP-01, FP-03, and FP-04 but because ERM sampling extended only to 3 ft bgs, the vertical extent of PFAS contamination is not known in the proposed Remediation Area.
4.1 REMEDIATION CONSIDERATONS
SMITH's preliminary estimate is that there is approximately sixty (60) cubic yards, or about one hundred
(100) tons, of PFAS contaminated soil at the Site. There are no facilities, currently, in Colorado that are receiving PFAS contaminated soil. The nearest facility we have located that will receive PFAS contaminated soil is in Grand View, Idaho, where the cost is $300/ton. The cost for trucking of the material is estimated at $100/ton to Kimball, NE, and five times that to Gand View, ID. If incineration is considered as a remediation alternative, the cost for incineration is approximately the same as landfill disposal, but at an incineration facility in Kimball, NE.
4.2 RECOMMENDATIONS
SMITH recommends excavation and removal of the soil to a depth of three feet bgs in the proposed Remediation Area. SMITH further recommends, after this excavation is completed, that confirmation sampling be conducted just outside the excavated area to confirm PFAS compound levels below laboratory detection limits. This would include sampling just below the excavated area to confirm there is no contamination deeper than three feet bgs. Also, the concrete pads shown in Photographs 1-3 will need to be removed as part of the remediation excavation effort.
SMITH recommends incineration of the soil as that will eliminate the PFAS compounds, whereas landfill disposal of PFAS contaminated soil does not provide a long-term solution. PFAS compounds are called forever chemicals because they persist for extraordinarily prolonged periods of time in soil and water.
Soil incineration is considered a more sustainable solution to this contamination problem.
