About this opportunity

Draper City, Utah is seeking a qualified consultant to conduct a comprehensive public works needs assessment through a Request for Proposal (RFP) issued on January 6, 2026. The procurement targets consulting services to evaluate the current and future operational, staffing, infrastructure, asset management, and service-delivery needs of the Public Works Department, which serves approximately 50,000 residents and operates from two facilities. The scope of work encompasses department review, operational and space needs analysis, facility alternatives evaluation, and development of recommendations to support efficient, sustainable growth. Primary deliverables include an Existing Conditions Report, Space Needs Program, Alternatives Analysis Report with conceptual site layouts and cost estimates, and a Final Needs Assessment Report with presentation to city staff. Minimum qualifications require consultants to demonstrate at least five years of experience conducting organizational, operational, facility, and infrastructure needs assessments for municipal public works departments, successful completion of at least three comparable projects within the past seven years for similarly sized entities, and key team members experienced in managing complex municipal consulting projects. Proposals will be evaluated using weighted criteria: Experience and Qualifications (30%), Approach and Methodology (30%), Understanding Draper's Needs (15%), Project Team and Expertise (15%), and Cost Proposal (10%). Critical deadlines include a questions deadline of January 24, 2026 at 2:00 p.m. MT, proposal closing date of January 29, 2026 at 2:00 p.m. MT, with evaluation scheduled for February 5, 2026, contract negotiations for February 12, 2026, and award on February 16, 2026, with project commencement anticipated in February or March 2026. Submissions must be made electronically through the Utah Procurement Place (U3P) website at https://utah.bonfirehub.com/.

The RFP does not specify set-aside designations or restrictions on eligible respondent types, nor does it identify disadvantaged business enterprise requirements. No incumbent vendors or current contractors are referenced in the procurement materials. The contract term is three months with options to extend as needed to complete ongoing work. Contractors must maintain Professional Liability insurance with limits of at least $2,000,000 per occurrence and Commercial General Liability of $1,000,000 per occurrence, along with Workers' Compensation as required by Utah law. No specific funding amount or budget range is stated in the RFP; award will be made to the highest-scoring responsive, responsible contractor based on best value determination. The City reserves the right to invite up to five top-ranked contractors for interviews and may request a Best and Final Offer (BAFO), as well as the right to reject all proposals or waive informalities if deemed in its best interest. All submissions must comply with Utah Government Records Access and Management Act (GRAMA) requirements.
