About this opportunity
The City of Bradenton, Florida is seeking qualified proposers for Capital Improvement Project Management Services through a Request for Qualification (RFQ) procurement process. The contract will be an as-needed service for an initial three-year term, with proposers expected to work as an extension of the City's Project Management staff. Proposers will manage planning, design, and construction services for the City's Capital Improvement Program, handling tasks such as contract management, cost and quality control, schedule management, construction coordination, and project closeout activities. Projects may be funded by multiple sources including the City, SWFWMD, FDEP, USEPA, or other agencies. Key qualifications include having at least one registered Professional Engineer (PE) licensed by the Florida Board of Professional Engineers as key personnel. The evaluation criteria are structured with 35 points for professional personnel ability, 35 points for past performance and experience, and 30 points for project approach including management techniques and public outreach strategy. Critical dates include a proposal submission deadline of January 8, 2026 at 2:30 pm, an evaluation meeting on January 22, 2026, short-listed proposer presentations on February 2, 2026, and a notice of recommended award on February 3, 2026, with a contract award date of February 25, 2026.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Proposers must submit various required forms including SunBiz registration, non-collusion affidavits, public entity crime forms, and anti-human trafficking affidavits. Insurance requirements include professional liability insurance of $1,000,000 minimum and commercial general liability of $1,000,000 per occurrence. This is a qualification-based procurement, meaning no pricing information is included in the initial submission, and pricing will be negotiated after selecting qualified proposers. All proposals must be submitted electronically through the City's OpenGov procurement portal, with the City reserving the right to reject any or all proposals and to award to the proposer deemed most qualified. While specific budget ranges are not detailed in the document, the procurement suggests an ongoing, flexible project management services contract that could potentially cover multiple capital improvement projects across various city infrastructure and utility domains.
