About this opportunity

The City of St. George, Utah is requesting proposals for a Public Transit Service Study under RFP, with proposals due June 5, 2026 at 2:00 p.m. and questions due May 29, 2026 at 2:00 p.m. The study is funded through Federal Transit Administration Section 5304 Planning Funds and Section 5307 Urbanized Area Formula Funds administered by the Utah Department of Transportation, making federal requirements and clauses applicable to the contract.

The scope is a comprehensive 5-year Transit Development Plan assessing the existing SunTran system—which operates seven fixed routes and one commuter route—to identify service improvement strategies, address system efficiency, and increase ridership. Priority analysis areas include the downtown core, Tech Ridge, St. George Regional Airport, major employment centers, and high-density residential corridors. Deliverables include a comprehensive transit study report, executive summary, final route maps, digital materials in ArcGIS-compatible format, and a PowerPoint presentation. The study shall rely primarily on existing data and targeted analysis, with completion expected within six months under a Professional Services Agreement.

Proposals are limited to 15 pages and must address project understanding, technical approach, work plan, project team qualifications, schedule, cost proposal, and references for at least three similar projects. Potential interviews with top-ranked firms are scheduled for June 8–9, 2026. Evaluation criteria weight cost proposal at 30 percent, project understanding and technical approach at 25 percent, experience and qualifications of key staff at 20 percent, work plan and schedule at 15 percent, and references and past performance at 10 percent. Submissions must be made through sgcity-utah.bonfirehub.com; bids received after 2:00 p.m. on June 5 will not be accepted. The City reserves the right to reject any or all proposals and limit scope elements during contract negotiations to ensure cost-effectiveness and adherence to the six-month schedule.
