About this opportunity
The Hamilton County Board of Commissioners is soliciting Statements of Qualifications from architectural/engineering firms for engineering and design services on the Roadway and Levee Repair Project at the Public Safety Training Center, with SOQs due November 9, 2026 and questions due November 4, 2026. Selection uses a qualifications-based method under 2 CFR 200.320(b)(2)(iv) and FEMA requirements, and price is excluded from SOQs and from evaluation.
The project is located at 7925 E. 160th Street, Noblesville, Indiana. It may qualify for federal-aid reimbursement through the FEMA Public Assistance Program, administered by the Indiana Department of Homeland Security. Work must comply with 2 CFR Part 200 and federal requirements including Davis-Bacon, Copeland Anti-Kickback, Contract Work Hours and Safety Standards, Clean Air Act, Federal Water Pollution Control Act, debarment and suspension, and Byrd Anti-Lobbying.
Scope covers civil, geotechnical, and environmental engineering design; structural analyses; hydraulic and hydrologic modeling; scour analysis; floodplain evaluations; geotechnical investigations; environmental field surveys; federal, state, and local permit applications; right-of-way plans and legal descriptions; utility coordination mapping; and topographic and boundary surveying. Deliverables include a Hydraulics Report, Geotechnical Report, Floodplain Analysis Report, Foundation Report, survey deliverables, Utility Relocation Maps, and a Plans, Specifications, and Estimates package ready for advertisement.
The County scores SOQs at 100 points: Respondent's Qualifications and Availability (40), Past Performance on Related Projects (30), Project Understanding, Approach, and Proposed Timeline (20), and References and Contacts (10). The County selects the most qualified firm and then negotiates price. The County may issue addenda, and firms must monitor the portal for them. The County may also withdraw the RFQ at any time, and the contract is subject to termination for convenience or cause, with compensation limited to work fully and adequately completed or materials provided.
The RFQ directs SOQs to OpenGov and sets the deadline at the start of the Board of Commissioners meeting on November 9, 2026, with no late submissions accepted. The Notice to Contractors instead specifies an electronic eProcurement portal submission, a 2:00 p.m. local time deadline on November 9, 2026, and a public opening at the Hamilton County Government & Judicial Center, Commissioners' Courtroom. Submission carries no cost to firms.
