About this opportunity

The City of Philadelphia is requesting bids on public safety service pins (lapel pins) as a micro purchase under its PHLContracts eProcurement platform, with bids due September 4, 2026. The award will go to the lowest responsive and responsible bidder on a whole-or-by-line-item basis, and all sellers must quote all items to remain eligible.

The scope consists of lapel pins with design specifications requiring removal of "Office of Public Safety" from the top border and replacement of "City of Philadelphia" with "Office of Public Safety" on the bottom border. Sellers must submit unit costs for each line item through PHLContracts and answer mandatory questions regarding Local Business Entity (LBE) certification status. Submission of an LGBTQ Applicant Opportunity Data Form is optional; the form collects voluntary data on LGBTQ-owned businesses (LGBTBE) certified through the National LGBT Chamber of Commerce or its Philadelphia affiliate, the Independence Business Alliance, for diversity-tracking and vendor-database purposes.

The contract value ceiling is $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars. The contract term is 365 days from the Effective Date, with automatic termination thereafter. Pricing must be net and exclusive of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania Sales and Use taxes.

Sellers must maintain Workers' Compensation insurance at statutory limits, General Liability of $500,000 per occurrence, and Automobile Liability of $300,000 per occurrence. All vendors must submit a signed Consent and Authorization Agreement before bid closing, either attached to their vendor profile during registration or included with the first submitted quote; failure to submit a properly executed agreement renders quotes non-responsive. Payment is processed only after delivery and City approval, via electronic deposit. Sellers must certify non-delinquency on City taxes and comply with Philadelphia's business tax, nondiscrimination, ethics, and applicable federal, state, and local law requirements. No delivery or services may commence until formal departmental notification.
