About this file

This file is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist guides vendors through the quote submission process for a micro purchase opportunity for Public Safety Service Pins in Pennsylvania. Sellers must complete all required steps to be eligible for award, including entering unit costs for each item, answering mandatory questions, and accepting terms and conditions. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to remain eligible for consideration.

Key submission requirements include maintaining the Seller role (not Seller Admin) in the system, answering questions regarding Local Business Entity (LBE) certification status, downloading and saving all required attachments from the Terms & Conditions tab, and submitting an executed Consent & Authorization form in the vendor profile. Vendors may optionally submit an LGBTQ Applicant Opportunity Data Form. All validation messages must be resolved before quote submission, and vendors should not deliver services or products until formally notified by the department. Submission occurs through www.PHLContracts.phila.gov.
