About this opportunity
Grand County, Utah is issuing a Request for Proposals to procure a feasibility study for a proposed Public Safety Complex. The study will evaluate the viability of developing a new or significantly renovated public safety complex and provide baseline information necessary for informed decision-making regarding the project and potential funding through a 0.3% Fixed Guideway sales tax. The primary deliverables include a comprehensive site assessment and feasibility analysis of two to four viable sites including the current Grand County complex; facility programming with conceptual designs and rough order of magnitude cost estimates; revenue and financial capacity analysis including sales tax projections and debt service capacity; implementation feasibility and risk assessment with recommended project delivery methods; and feasibility conclusions with go/no-go recommendations. The consultant must possess relevant experience in public safety facility planning and financial feasibility analysis, with qualified team members dedicated to the project. The study duration is six weeks from authorization to proceed, with a draft report due two weeks before the final report and final deliverables due eight weeks from authorization. Proposals are due March 18, 2026, at 4:00 PM MDT, submitted through the U3P Portal at utah.bonfirehub.com or in hard copy to the Grand County Clerk/Auditor. The evaluation criteria weight firm qualifications and relevant experience at 30%, project team qualifications at 20%, technical approach and methodology at 25%, project schedule and responsiveness at 10%, and fee proposal at 15%, with qualifications weighted more heavily than cost. The County reserves the right to conduct interviews with top-ranked firms and to negotiate scope and fees with the highest-ranked proposer.
The RFP does not specify set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises. No incumbent vendors or current contractors are referenced in the procurement documentation. The County has established approximately $40 to $45 million in bonding capacity through the 0.3% Fixed Guideway sales tax and is exploring supplemental funding through the Community Impact Board, while currently maintaining approximately $1.5 million in remaining debt from a 2017 jail renovation. The study must address whether the project can be bonded within available revenue and whether tax revenue will cover debt service, existing obligations, and operational costs, with analysis of financial self-sustainability through state contract prisoner housing revenue. Selected consultants must maintain commercial general liability, professional liability, automobile liability, and workers' compensation insurance prior to contract execution. All proposals become public record subject to the Utah Government Records Access and Management Act.
