About this opportunity

The City of Hayward is requesting sealed proposals for a Market Sounding Survey (RFP 27-007) to gather industry feedback on the proposed Public Safety Center project, with proposals due November 13, 2026 at 4:00 p.m. through the City's eProcurement Portal. All proposers must certify non-involvement in nuclear weapons development under Hayward Ordinance No. 87024 C.S., and nondiscriminatory employment practices compliance under Hayward Municipal Code Chapter 2, Article 7 applies to contractors.

The survey supports preliminary planning for a public safety facility replacing the Hayward Police Station (built 1975) and consolidating animal services operations. The City has selected an 8-acre portion of the former California Air National Guard site at 1525 West Winton Avenue as the preferred location over the former City Hall site at 22300 Foothill Boulevard. The conceptual scope includes an approximate 91,000-gross-square-foot essential services building, 30,000-gsf non-essential services building, 29,000-gsf animal services building, indoor shooting range, tactical simulation building, and parking designed to accommodate staffing growth through 2050. The facility will incorporate all-electric design with zero-net-energy capability, LEED Silver Certification or better, and electric vehicle charging with at least 20 percent of parking spaces EV-capable.

The project budget is estimated at $247 million for the CANG site (compared to $259 million for the City Center alternative). The City is exploring a Public-Private Partnership delivery method as an alternative to traditional Design-Bid-Build, with the market sounding intended to solicit design, construction, and developer community interest and feasibility input. Entitlement work includes zoning amendments, FAA approval for non-aeronautical use at the former military site (typically 12 to 18 months), and environmental compliance studies. Proposals must clearly identify the RFP title, number, company name, and due date. Late submissions will not be accepted and will be deemed nonresponsive.
