About this opportunity

The City of Johnstown is requesting sealed bids for a Public Safety Building Elevator Addition and Alterations Project under four separate prime contracts (General, Mechanical, Electrical, and Plumbing Construction), with bids due July 6, 2026 at 1:00 PM via PennBid and a mandatory pre-bid conference on June 16, 2026 at 10:00 AM at the Public Safety Building Fourth Floor.

This is a federal Davis-Bacon Wage project subject to the Build America Buy America Act, RACP funding requirements, and the Pennsylvania Office of the Budget Domestic Steel Products Procurement Act — all of which filter eligible bidders and supply chains.

The scope encompasses construction of an elevator building addition at 401 Washington Street in Johnstown with associated site work, interior and exterior improvements, and mechanical, electrical, and plumbing system replacement. The project manual details selective demolition, removal of asbestos-containing materials (ACM), lead-based paint abatement, PCB and mercury-containing equipment disposal, and pumped concrete overlay patching, all in compliance with EPA, OSHA, and Pennsylvania Department of Environmental Protection standards. Bidders must demonstrate five or more years of experience in concrete repair and hold appropriate certifications for asbestos abatement and hazardous waste handling.

A bid bond equal to 10% of the proposed contract sum is required; the successful bidder must furnish performance and payment bonds each at 100% of the contract sum. Liquidated damages are set at $1,000 per calendar day for delays beyond the substantial completion date of July 31, 2027. Anticipated construction start is August 3, 2026, with contract award expected within 60 days of bid opening.

Evaluation considers contractor reputation, qualification statements, and subcontractor quality beyond price alone. All questions must be submitted through PennBid by June 23, 2026. Bidders must submit AIA Document A305 Contractor's Qualification Statements, current financial statements, proof of Pennsylvania good standing, a Non-Collusion Affidavit, and Debarment Certifications with their bids.
