About this file

This is a project manual and bidding document package for the Public Safety Building Elevator Addition and Alterations project issued by the City of Johnstown, Pennsylvania. The project, located at 401 Washington Street in Johnstown, involves construction of an elevator building addition with associated site work, interior and exterior improvements, and mechanical, electrical, and plumbing system replacement. The work will be awarded under four separate prime contracts: General Construction, Mechanical Construction, Electrical Construction, and Plumbing Construction. A mandatory pre-bid conference with site tour is scheduled for Tuesday, June 16, 2026, at 10:00 AM at the Public Safety Building Fourth Floor. All requests for information must be submitted through the PennBid website no later than 5:00 p.m. on Tuesday, June 23, 2026. Sealed bids must be received by July 6, 2026, at 1:00 PM via the PennBid website and will be opened and posted online. The anticipated construction start date is August 3, 2026, with a substantial completion date of July 31, 2027. Contract award is expected within sixty calendar days of bid opening.

Bidders must submit a bid bond in the amount of ten percent of the total bid amount and, upon award, furnish performance and payment bonds each in the amount of one hundred percent of the contract sum. The cost of all bonds must be included in the bid pricing. Liquidated damages are set at $1,000 per calendar day for delays beyond the substantial completion date. The project is subject to federal Davis Bacon Wage requirements, the Build America Buy America Act, the Pennsylvania Office of the Budget Domestic Steel Products Procurement Act, and RACP funding requirements. Bidders must submit a completed AIA Document A305 Contractor's Qualification Statement, current financial statements, evidence of good standing with Pennsylvania, a Non-Collusion Affidavit, and Debarment Certifications with their bids. The City of Johnstown reserves the right to reject any or all bids, waive informalities, and award based on best value determination, with contractor reputation, qualification statements, and subcontractor quality as evaluation factors beyond price alone.
