About this opportunity
The City of Winter Park, Florida is soliciting qualifications for a Public-Private Partnership to design, finance, construct, and potentially operate a structured parking facility on City Hall parking lots, with electronic proposals due July 15, 2026 at 2:00 PM and a non-mandatory selection committee meeting scheduled for August 4, 2026 at 10:30 AM.
This is phase one of a two-phase procurement; selected respondents will advance to a subsequent RFP for detailed proposals. The facility must deliver a minimum of 120 net new public parking spaces and 145 dedicated employee spaces, for a total minimum of 265 spaces, and must comply with the City's Parking Garage Design Guidelines, including facade treatment standards (architectural compatibility, exterior landscaping screening, concrete panel coverings in brick or stone veneer, decorative fenestration, and exterior articulation), minimum 8-foot floor-to-ceiling heights, and mandatory 10-foot street-facing setbacks (5 feet within the Central Business District). A Parking Management Plan addressing fee structures, reserved signage, maintenance, and property management is required.
Respondents will be scored on four equally weighted criteria: Concept and Community Benefit (40 points), Number of Net New Parking Spaces (20 points), Ability to Fund, Cost Share, and Financial Stability (20 points), and Team Experience and History with Similar Projects (20 points), using a 1–5 scale per criterion. The City is open to various financing models, including privately financed structures, hybrid public-private participation, and alternative revenue strategies.
Required documentation includes organizational charts, three to five professional references, financial stability documentation, Florida business and professional licenses, and certifications regarding drug-free workplace compliance, non-collusion, and compliance with public entity crime and scrutinized company requirements. Questions are due July 3, 2026 at 5:00 PM. All proposals are subject to Florida's Public Records Act. The City reserves the right to reject any or all proposals, award to multiple respondents, and cancel the solicitation in its sole discretion.
