About this opportunity

The South Dakota Department of Health, Office of Public Health Preparedness and Response is seeking cloud-based software solutions for public health emergency incident management through a Request for Proposal (RFP) covering five distinct project areas: Incident Management, Volunteer Registry and Management, Health Alert Network Operations, Patient Tracking, and Bed Availability Tracking. The procurement targets comprehensive software platforms that will enable information sharing, data collection, and tracking across healthcare entities including hospitals, clinics, long-term care facilities, emergency management, and emergency medical services. The proposed software must be web-based, support 1,500 concurrent users, function across multiple browsers and mobile devices, and provide 99.99% system uptime. Vendors can respond to any combination of the project areas and must clearly identify which specific areas their proposal addresses. Proposals are due by June 17, 2025, with questions accepted via email to PHPRinfo@state.sd.us until a specified deadline, using the subject line "RFP#25-0901005-018". The initial contract term is one year, with potential for up to 10 one-year extensions, and an anticipated award date of August 1, 2025.

The RFP does not explicitly outline set-aside designations or restrictions for specific enterprise types. The software must integrate with existing state infrastructure, support single sign-on capabilities, and provide robust security with role-based access controls. Vendors are required to complete a detailed Security and Vendor Questionnaire and demonstrate capabilities in data management, system integration, and compliance with state and federal requirements. The Bureau of Information and Telecommunications (BIT) will provide final approval of the selected vendor. While no specific budget is mentioned, vendors must submit comprehensive cost proposals including one-time, annual, and ongoing expenses for hardware, software, maintenance, license fees, and training. Proposals will be evaluated based on technical capabilities, project experience, team qualifications, and cost, with a strong emphasis on cybersecurity, data protection, and operational transparency as outlined in the attached supplementary documents such as the Information Technology Security Policy and Contractor Security Acknowledgement Form.
