About this file
The provided document is a Contractor Security Acknowledgement Form from the Bureau of Information and Telecommunications (BIT) for the South Dakota state government. This form is part of a Request for Proposal (RFP) for a Public Health & Medical Emergency Incident Management Software, issued by the South Dakota Department of Health's Office of Public Health Preparedness and Response. The RFP seeks cloud-based software solutions covering five project areas: Incident Management, Volunteer Registry and Management, Health Alert Network Operations, Patient Tracking, and Bed Availability Tracking. Vendors can respond to any combination of these areas, with proposals due by June 17, 2025, and an anticipated contract award date of August 1, 2025. The initial contract term is one year, with potential for up to 10 one-year extensions.
The security acknowledgement form outlines critical information technology security requirements, emphasizing the contractor's responsibility to protect state technology and information assets, comply with confidentiality regulations, and adhere to BIT's Information Technology Security Policy. While no specific budget is mentioned, vendors must submit comprehensive cost proposals including one-time, annual, and ongoing expenses. The software must support 1,500 concurrent users, provide 99.99% system uptime, and integrate with existing state infrastructure. Proposals will be evaluated based on technical capabilities, project experience, team qualifications, and cost, with a strong emphasis on cybersecurity and data protection. The Bureau of Information and Telecommunications will provide final vendor approval, and access to state technology infrastructure is considered a privilege that can be revoked at BIT management's discretion.
