About this opportunity
Orange County Community Resources (OCCR) is issuing a Request for Applications (RFA #012-000089-NC) for Public Facilities and Improvements (PF&I) and Housing Rehabilitation (HR) projects for Fiscal Year 2026-27. The procurement targets qualified organizations to submit applications for two distinct project types: PF&I and HR, covering jurisdictions in Orange County and San Francisco City. High-priority PF&I projects include parks and recreation facilities, senior centers, homeless facilities, neighborhood facilities, water/sewer improvements, street and lighting improvements, and sidewalk improvements. HR projects aim to strengthen and enhance low-and moderate-income neighborhoods' housing stock. Applicants may submit one primary project and one waitlisted project for each category, with separate applications required for PF&I and HR. The RFA was released on November 5, 2025, with a pre-proposal meeting scheduled for November 18, 2025, and applications due by December 5, 2025. Evaluation will focus on project readiness, organizational capacity, compliance with HUD requirements, and alignment with community development needs. Applicants must demonstrate ability to meet performance objectives, including mandatory fund expenditure timelines and federal regulatory compliance.
Eligible applicants include non-profit organizations and local municipalities within the Orange County Urban County Program, which comprises 14 participating cities. While no specific set-aside designations are mentioned, the program prioritizes organizations serving low-to-moderate income populations (at or below 80% Area Median Income). The funding is sourced from Community Development Block Grant (CDBG) funds through the U.S. Department of Housing and Urban Development (HUD). For PF&I projects, the maximum funding is $250,000 without leveraged funds or $450,000 with 20% leveraged funding, with a total estimated $2,450,000 available. Housing Rehabilitation projects can request an initial $200,000, with potential additional funding of $100,000 if resources become available. The contract term is 12 months, beginning July 1, 2026, with potential renewal options for HR projects. Performance metrics are critical, with agencies potentially becoming ineligible for future funding if they fail to draw down 80% of previously awarded funds or meet specific expenditure milestones.
