About this file
The document is a Request for Applications (RFA) No. RFA 012-000089-NC released by the County of Orange OC Community Resources for Public Facilities and Improvements and Housing Rehabilitation for Fiscal Year 2026-27. The RFA solicits applications from qualified non-profit organizations and local municipalities within Orange County for Community Development Block Grant (CDBG) funded projects. Applicants may submit one Public Facilities & Improvements (PF&I) project and one waitlist PF&I project, with high-priority categories including parks and recreation facilities, senior centers, homeless facilities, neighborhood facilities, water/sewer improvements, street and lighting improvements, and sidewalk improvements. Applicants may also submit one Housing Rehabilitation (HR) project focused on strengthening and preserving low- and moderate-income neighborhoods. The RFA was released on November 5, 2025, with a pre-proposal meeting scheduled for November 18, 2025, and applications due by December 5, 2025. The contract term is a 12-month period beginning July 1, 2026, with potential renewal options for HR projects.
The County has approved funding of $1,600,000 for PF&I activities using new CDBG funding and reprogrammed funds, with funding limits changed to up to $250,000 with no match and up to $450,000 with 20% matching funds. For Housing Rehabilitation projects, the county recommends funding the first year of a three-year cycle, with the potential to increase contracts by up to $100,000 if additional funding becomes available. The RFA implements a three-year performance metric, where participating non-metro cities that have not drawn down 80% of awarded funds may be ineligible for funding for one year. Funding allocation will prioritize cities that have not been previously funded or have been funded less frequently, with performance ratings based on timely drawdown of funds. The contract is contingent on funds being made available from the U.S. Department of Housing and Urban Development (HUD) for the CDBG program.

The UEI & DUNS number is a unique 9-digit identifier issued and maintained by Dun &
Bradstreet (D&B) that verifies the existence of a business entity. The UEI & DUNS number is needed to coordinate with the System for Award Management (SAM) that combines federal procurement systems and the Catalog of Federal Domestic Assistance into one new system.

REJECTION OF APPLICATION(S)
The County reserves the right to reject any Application at any time during the RFA process on the basis of any substantiated actual and/or apparent conflict of interest regarding the performance of the proposed services solicited under this RFA. All Applicants must self-disclose any potential and/or actual conflict of interest(s) in the Campaign Contribution Disclosure

As soon as the County has determined that an applicant has a conflict of interest as stated herein, County will provide written notification of such conflict and rejection of the Application.
The County also reserves the right to reject any Application at any time during the RFA process on the basis of any one or more of the following substantiated grounds:
1. Evidence of collusion amongst Applicants;
2. Lack of such business skills and/or financial resources necessary and appropriate to successfully operate the services solicited in this RFA, as revealed by either the financial statement or experience statement;
3. Default on, or unpaid, County debt;
4. Default on any obligation to County;
5. Current or past failure to perform to County standards any obligation of a contract with
County, as determined by County; and
6. Ineligible to enter into a contract with the County, as set forth in Section “Applicants’

MINOR IRREGULARITIES AND DEFICIENCIES IN APPLICATION(S)
The County reserves the right at its sole discretion, to accept an Application containing a minor irregularity or when a defect or variation is immaterial or inconsequential.

RFA.
REVIEW OF APPLICATIONS AND SELECTION/AWARD APPROVAL PROCESS
The County plans to review all Applications received to ensure eligibility for a CDBG funded project and enter into contract negotiations with Applicants that meet all requirements. The
County’s determination as to whether an Applicant is qualified, and an Application is responsive, will be based on the information furnished by the Applicant in response to the RFA, as well as, from other sources determined to be valid by the County, including but not limited to, Dun &
Bradstreet. The County’s determination will not be made until after such investigations, as are deemed necessary, are made by the County regarding the experience and financial responsibility of the Applicant, which each Applicant agrees to permit by submitting its Application.
County reserves the right to conduct, or to not conduct, oral interviews and/or presentations with the Applicant(s). The decision whether to conduct oral interviews/presentations rests solely with
County and the decision of the Contract Administrator is final. Applicant shall be ready to attend meeting(s) within five (5) calendar days of notification. Applicants must be prepared to discuss all aspects of their Application in detail. Applicant will not be allowed to alter or amend its Application through the use of the presentation process. The County reserves the right to interview additional Applicants. Any inquiry to determine the responsibility of an Applicant to this RFA may be conducted. Applicant agrees that the submission of an Application is permission by Applicant for County to verify all information contained therein. If County believes it necessary, additional information may be requested from Applicant. Failure to comply with any such request may disqualify an Applicant from further consideration.
Selection/Award Process
If funding is sufficient to fund all eligible Applications passing threshold review, then fund all eligible projects and proceed to preliminary award. If funding is not available to fund all eligible
Applications, one of the following options will be utilized:
Request for Applications 18 of 20 Public Facilities and Improvements and Housing
• Option 1- If funding shortfall is $500,000 or less, all Application funding requests will be reduced by an equal weighted percentage that resolves the shortfall.
• Option 2- If funding shortfall is over $500,000, apply reductions up to $500,000 as in
Option 1. All Applicants who have not been funded in the past will receive funding, followed by Applicants who have been funded less frequently. (i.e., an Applicant that has not been funded at all in the past 5 years will have priority over Applicants that have been funded. An Applicant who has been funded twice or three times will have priority over those who have received funding four and five times and so on). In case of a tie, past performance ratings based on timely drawdown of funding will be used to break the tie.
Any non-funded Applicants will be added to next year’s funding cycle (wait list). These waitlisted Applicants will take priority once additional funding becomes available.
If funding becomes available to fund a project from the waitlist, the past three year performance ratings based on timely drawdown will be used to allocate funding to the waitlist project from the jurisdiction with the highest performance rating and then in order of rating or until funds are exhausted.
Upon the completion of review of Applications, the Program Manager will make a recommendation for award to the County Contract Administrator. Final award determination shall be subject to reference checks and past performances and may be subject to approval(s) by the County Board of Supervisors. In addition, County reserves the right to verify and validate any information prior to Contract Award and during the entire term of the Contract.
It is understood and accepted by Applicant that all decisions and the degree to which an
Application meets the minimum requirements and the overall needs of OC Community
Resources and the County are within the purview and judgment of the County and the Orange
County Board of Supervisors.
The County reserves the right to negotiate modifications within the proposed scope of services with any Applicant as necessary to serve the best interests of the County. If a satisfactory
Contract/Agreement cannot be negotiated in a timely manner, the County, in its sole discretion, may terminate or suspend negotiations with the selected Applicant.
The Model Contract/Agreement contained in this RFA is the Contract/Agreement proposed for execution. It may be modified to incorporate negotiated items and other pertinent terms and conditions set forth in this RFA, including special conditions and requirements and those added by addendum, necessary attachments, and to reflect the Application and qualifications. Any exceptions to the terms and conditions of the proposed Contract/Agreement or the statements regarding Applicant’s inability to comply with any of the provisions thereof are to be declared in the Application. Any additional exceptions to the terms and conditions made by any Applicant after submission of its Application may result in elimination from further consideration.
