About this opportunity

The Florida School for the Deaf and the Blind (FSDB) has issued a Request for Proposal (RFP-26-039) for the Usina Running Track Project located in St. Augustine, Florida, within St. Johns County. This competitive solicitation seeks qualified firms to comprehensively refurbish the existing running track, with specific requirements to meet Florida High School Athletic Association (FHSAA) and National Federation of State High School Association (NFHS) standards. The project scope includes precise technical tasks such as setting radius points, installing concrete curbing, milling the existing track surface, constructing asphalt base and surface courses, installing a polyurethane track surface, adding aluminum raised rails, and creating track markings. Potential respondents must be properly licensed in Florida and are required to attend a mandatory pre-response meeting and site visit scheduled for December 16, 2025. Proposal submissions are due on January 6, 2026, with all questions to be submitted via email to Christine Skaggs and Kim Whitwam from the FSDB Purchasing Department by the specified deadlines.

The solicitation encourages participation from diverse vendors, with evaluation criteria that specifically consider minority and veteran business enterprise participation. Vendors must submit comprehensive documentation including MyFloridaMarketPlace registration, current licenses, references, financial statements, and a mandatory 5% bid bond. The evaluation methodology will score respondents across multiple dimensions including location proximity, business enterprise status, current and past project experience, ability to perform contract requirements, financial capability, project scheduling, and pricing. The total contract value is not to exceed $1,000,000, with a contract term expected to run from January 23, 2026, to June 30, 2026. FSDB reserves the right to reject any or all bids and to negotiate contract terms, with the ultimate goal of selecting the most responsive and responsible vendor that provides the best value to the state.
