About this opportunity
Pagosa Springs Sanitation General Improvement District (PSSGID) is requesting qualifications and proposals for Owner's Advisor services for a new wastewater treatment facility project, with RFQ/P submissions due October 19, 2026 at 5:00 p.m. MST and questions due October 12, 2026 at 5:00 p.m. MST.
The Owner's Advisor will provide services across all project phases over an estimated 5–7 year duration, including procurement of a Design & Engineering firm, design development through 30% and 90% plans, Construction Manager at Risk (CMAR) procurement, final design completion, construction oversight, and facility transition to operation. The new WWTF will accommodate up to 1 million gallons per day of wastewater processing on approximately 12 acres south of Yamaguchi Park adjacent to the San Juan River in Pagosa Springs, Colorado, and is designed to handle future nutrient regulations and site-specific regulations.
The consultant must maintain a location in reasonable proximity to Pagosa Springs and conduct a minimum of 1–2 site visits per week during the construction phase to prioritize on-site meetings. No fixed contract value is specified; consultants must submit separate sealed fee proposals addressing all scope items from Phases I through VIII, including hourly rates for personnel, anticipated staffing levels, reimbursable expenses, and anticipated hours. The fee proposal will be evaluated only for the 3–5 short-listed firms selected based on technical qualifications scoring. The selected Owner's Advisor will provide a guaranteed maximum price for construction phase services at final design completion. The Owner reserves the right to negotiate fees with the selected finalist and may negotiate with the next highest-scoring consultant if the finalist's fees exceed the Owner's budget.
Short-listed firms (3–5 consultants) will be invited to in-person or video conference interviews scheduled for October 28–29, 2026, with a final award recommendation anticipated by November 3, 2026. Insurance requirements include Workers' compensation, Employer's liability, Commercial general liability ($2 million per occurrence), and Automobile liability ($2 million combined per accident), with the Owner named as additional insured. The contract is subject to annual Board appropriation and may be terminated by the Owner without cause with three days' written notice. All proposals become public property.
