About this opportunity

The Pennsylvania State Police is requesting proposals for the development and administration of promotion examinations to the ranks of Corporal and Sergeant, with proposals due September 30, 2026, and a corrected submittal deadline of September 21, 2026 at 4:00 p.m. Questions are due September 9, 2026. No set-aside or preference program applies; however, the RFP encourages Small Diverse Business (SDB) participation as prime contractors and subcontractors, weighted at twenty percent of total evaluation points with an available three percent bonus for Domestic Workforce Utilization.

The scope encompasses job analysis (initial and updates), assessment tool development, written and oral examination administration, scoring, analysis, and candidate feedback across five test administrations for each rank over the four-year contract term. The estimated candidate pool includes approximately 2,800 eligible Troopers competing for Corporal and 875 Corporals competing for Sergeant promotions. Written examinations must be administered at a minimum of eight statewide sites and oral examinations at a minimum of four statewide sites. The vendor must ensure legal defensibility under EEOC Uniform Guidelines on Employee Selection, develop candidate preparation guides, deliver individual feedback reports within thirty days, and provide eligibility lists and final reports within thirty days of task completion. All examination instruments become PSP property. Makeup examinations, anticipated at six-month intervals, are estimated at six total across the contract period, with one to fifteen Troopers and one to ten Corporals per exam. The selected offeror must perform at least fifty percent of the total contract value and assume full responsibility for all contracted services.

The contract is a firm fixed-price agreement with a four-year term and a potential three-month extension. All costs remain fixed for the entire four-year period. Facility charges and lodging for assessors and PSP administrative staff are reimbursed separately at actual invoice cost, subject to PSP approval. No specific funding amount is disclosed. Proposals are weighted sixty-five percent technical merit and thirty-five percent cost. A minimum technical score of seventy-five percent of available technical points is required to be considered responsible. Proposals must remain valid for 120 days or until contract execution.
