About this opportunity
The Geological Survey of Alabama is soliciting proposals for installing monitoring wells, remediating an existing well, and conducting aquifer testing, with written questions due November 17, 2026, at 5:00 p.m. CT and proposals due November 30, 2026, at 4:30 p.m. CT. The RFP identifies no set-asides or preference programs, and the state intends to award one contract to a single supplier.
The work covers two new groundwater monitoring wells in Baldwin County, Alabama (Magnolia Springs well #1 and well #2), each installed to approximately 65 feet below ground surface with nominal 4-inch Schedule 80 PVC casing and factory-slotted screen with 0.010-inch openings. It also includes removing sediment and debris from the existing Gulf Shores well (003DDD14003) to restore accessible depth. All three wells require continuous pumping aquifer tests until water levels stabilize or for six hours, whichever occurs first, conducted in accordance with ASTM D4043-17. Respondents must be registered in Alabama Buys, submit a completed Alabama Vendor Disclosure Statement, and certify compliance with Alabama boycott laws and federal immigration requirements. Proposals go electronically through Alabama Buys and as printed copies by mail or courier.
Pricing is time and materials with itemized costs for each well and service, including equipment rental, mobilization, daily rig, personnel, and materials. The contract begins upon the Governor's signature and runs up to 24 months. Evaluation weights are specialized expertise and proposed methods (25 points), time and materials cost (20), available resources (15), past performance and ability to meet deadlines (15), project management techniques (10), similar project experience (10), and availability and familiarity with the project locale (5).
Award is subject to available funds and the agency's discretion, and no selection is binding until a written negotiated agreement is signed by the Geological Survey, the Chief Procurement Officer, the Legislative Oversight Committee, and the Governor. The standard terms reserve the state's right to conduct cost realism and price reasonableness analyses and to reject any or all proposals. The contract is not assignable without state consent, and disputes go to negotiation and mediation in Montgomery, Alabama.
