REQUEST FOR PROPOSALS FOR PROFESSIONAL SERVICES BY THE
GEOLOGICAL SURVEY OF ALABAMA FOR INSTALLATION OF
MONITORING WELLS, WELL REMEDIATION, AND AQUIFER TESTING
THE GEOLOGICAL SURVEY OF ALABAMA (GSA), pursuant to this Request for Proposals for Professional Services (RFP), is soliciting proposals from qualified professional drilling companies to install two new groundwater monitoring wells, remediate an existing well, and conduct pumping and recovery tests at the three identified wells. Additional wells that may qualify for these services may be added as they are identified by GSA staff as funds allow.
The purpose of this project is to expand and improve GSA’s groundwater monitoring capabilities in Baldwin County, Alabama, and obtain information regarding well performance and aquifer hydraulic characteristics. The locations, available construction records, and specific requirements for each well are provided in the Scope of Work. The GSA intends to award one contract for the services described in this RFP.
SCOPE OF WORK
This Scope of Work outlines details of the GSA monitoring well installation, remediation, and aquifer testing project that a prospective supplier should use to prepare a response to this RFP.
Well Locations and Required Services
The wells to be addressed under this RFP, their approximate locations, and the required services are identified in the table below.
Well Designation Approximate Location Services
Magnolia Springs well #1, near Magnolia River
30.3995, -87.7426* Installation and aquifer testing
Magnolia Springs well #2, near Magnolia Springs
30.3997, -87.7762* Installation and aquifer testing
Gulf Shores / 003DDD14003 30.25564, -87.64563 Remediation and aquifer testing
*Exact locations for the two proposed monitoring wells will be designated by GSA at the start of the project.
Requirements to Install Monitoring Wells
Unless specified otherwise, the supplier shall comply with the following requirements regarding installation of the two monitoring wells identified in this RFP:
1. Each well shall be drilled to an approximate depth of 65 feet below ground surface.
Exact drilling locations will be designated by GSA at the start of the project.
2. Each well shall be constructed using nominal 4-inch-diameter Schedule 80 PVC casing and factory-slotted Schedule 80 PVC screen with 0.010-inch openings. Each well shall have approximately 10 feet of screen, with an anticipated screened interval of 55 to 65 feet below ground surface. The final screened interval shall be approved by GSA based on the water-bearing materials encountered during drilling.
3. A clean 20/40 silica sand filter pack shall surround the screen and extend at least 2 feet above the screened interval. Alternative screen slot sizes and filter-pack gradations shall require GSA approval based on formation materials encountered during drilling.
4. A bentonite seal at least 2 feet thick shall be placed above the filter pack and hydrated according to the manufacturer’s instructions before grouting.
5. Following hydration of the bentonite seal, the remaining annular space shall be grouted to ground surface using neat cement grout or a GSA-approved cement-bentonite grout.
The supplier shall identify the proposed grout formulation in its proposal. Grout shall be placed by tremie from the bottom upward using procedures that prevent damage to the PVC casing.
6. The PVC casing shall extend 3 feet above ground surface and shall be fitted with a removable well cap. A square concrete pad measuring at least 3 by 3 feet and at least 4 inches thick shall be installed around each well, with the well centered in the pad. The finished pad shall slope away from the casing to promote drainage. The GSA will install the monitoring equipment following well completion.
7. Four PVC marker posts shall be installed around each well, outside the concrete pad.
Posts shall extend approximately 3 feet above ground surface and be securely embedded in the ground. Each post shall have a capped top and high-visibility markings. Placement shall allow access for well maintenance, aquifer testing, and installation of GSA monitoring equipment.
8. Each well shall be developed after the grout has sufficiently cured and before aquifer testing, using surging and pumping or another GSA-approved method. Development shall continue until turbidity is 10 NTU or less, including following a pumping stop and restart cycle. If turbidity stabilizes above this target, the supplier shall notify GSA for approval of further development methods, duration, approximate volume removed, pumping rates, and final turbidity.
9. The supplier shall provide a well construction record for each completed well, including total depth, materials encountered during drilling, casing and screen specifications, screened interval, filter pack and seal placement, grout formulation and placement, development records, and measured static water level.
Requirements to Remediate Existing Wells
Unless specified otherwise, the supplier shall comply with the following requirements regarding remediation of the one existing well identified in this RFP:
1. The supplier shall remove accumulated sediment and debris from the Gulf Shores well, GSAID 003DDD14003, to restore accessible well depth to the extent practicable under existing well conditions. Reported depth is 413 feet below ground surface. This depth is provided for reference; actual depth, construction, and current conditions have not been verified.
2. Proposed removal methods shall be described in the proposal and are subject to GSA approval before work begins.
3. The supplier shall measure and record the accessible depth of the well before and after remediation, using a consistent, documented measuring point.
4. The supplier shall continue cleanout until the well bottom is reached or further removal is prevented by an obstruction or well condition. If further cleanout is prevented, the supplier shall notify GSA and document the condition encountered, work performed, and basis for recommending cleanout cessation. Acceptance of an alternative completion depth or termination of cleanout shall require GSA approval.
5. The supplier shall provide documentation of the methods used, work performed, accessible depths measured before and after remediation, and conditions that affected the work.
6. Remediation of the Gulf Shores well shall be completed before aquifer testing.
Requirements to Conduct Aquifer Tests
Unless specified otherwise, the supplier shall comply with the following requirements regarding aquifer testing of the three wells identified in this RFP:
1. The supplier shall install a pump capable of discharging an adequate volume of water to induce measurable drawdown in each well.
2. The supplier shall pump Magnolia Springs well #1, Magnolia Springs well #2, and the
Gulf Shores well to perform a continuous aquifer test until water levels in the well have stabilized, or for 6 hours, whichever comes first. The test will be conducted as outlined in standards described in ASTM D4043-17 “Standard Guide for Selection of Aquifer
Test Method in Determining Hydraulic Properties by Well Techniques.”
3. The supplier shall record accurate elapsed time and water level measurements throughout the test. Readings will be taken every 2 minutes for the first hour, every 5 minutes for the next hour, every 10 minutes for the next 2 hours, and every 30 minutes for the remainder of the test.
4. The supplier shall record elapsed time and recovery water level measurements following the same schedule, designated in item 3, until the water level in the well returns to static condition.
5. The supplier shall provide a report, in Word, Excel, or PDF format, to the GSA that contains the results of the aquifer test, including test date, test start time and static water level, elapsed time, water level measured, drawdown, discharge rate, estimated specific capacity, type and size of pump used, and pump setting information.
Recommended procedures to conduct the pump test and assess the groundwater recovery condition are subject to approval of the GSA Groundwater Assessment Program Director. Removal of any monitoring equipment, if there is any monitoring equipment installed prior to testing, will be the responsibility of GSA.
