About this opportunity

The City of Provo, Utah, Public Works Department Division of Water Resources is soliciting Request for Proposals (RFP) from qualified engineering firms to provide comprehensive professional engineering services for the design of an approximately 7,600-foot 18-inch forcemain wastewater pipeline extending from near the intersection of 1120 West 1560 South to the existing wastewater treatment plant in the East Bay area of Provo. The scope of services includes project management, plan coordination, specification coordination, project bidding assistance, construction management services, and deliverables encompassing complete construction drawings at 50%, 90%, and final design stages, construction specifications and contract documents, stamped plans ready for bidding, and a cost estimate for the proposed forcemain. The 18-inch HDPE DR 17 (DIPS) forcemain design must accommodate complex terrain with variable slopes ranging from -25.45% to 8.207%, minimum 3-foot cover in most areas, two air release assemblies, a 120-inch diameter manhole connection, and a pig receiver vault structure, while coordinating with multiple existing utilities including storm drains, sanitary sewers, water mains, electrical conduits, and service providers such as CenturyLink, Provo Power, Dominion Energy, Veracity Networks, and Google Fiber. Qualified consultants must demonstrate professional expertise through evaluation on a 100-point scale consisting of Qualifications (30 points), Work Plan (30 points), Schedule (10 points), and Cost Proposal (30 points); proposals must include hourly rate listings by personnel classification, labor hours per task, estimated direct non-labor costs, and be submitted electronically through the Bonfire purchasing website by 3:00 p.m. on June 16, 2026, with questions due by 10:00 a.m. on June 11, 2026. The project timeline anticipates evaluation and selection June 16-23, 2026, selection notification on June 24, 2026, agreement execution in July 2026, a Notice to Proceed in July 2026, and final design delivery by April 2027.

The RFP does not specify set-aside designations or restrictions limiting responses to particular business categories or disadvantaged enterprise classifications. Selected consultants must obtain professional liability insurance with limits of not less than $2,000,000 per occurrence and maintain coverage for two years after completion of work, while complying with all applicable federal nondiscrimination statutes. The project is designed to integrate with existing wastewater infrastructure including the Southwest Lift Station and Southwest Force Main, as well as previously completed design work documented in detailed plan and profile sheets prepared by Water Works Engineers, LLC, with all submitted materials becoming the property of Provo City subject to public disclosure under the Government Records Access and Management Act unless a written claim of business confidentiality is provided. The RFP does not specify an explicit award value or budget range; compensation will be determined on a time and materials basis with the fee estimate submitted as part of the proposal evaluation process. The City of Provo reserves the right to reject any or all proposals, modify the RFP by addendum, and enter into final agreements with terms that may vary from those specified in the RFP.
