About this opportunity

Gwinnett County Board of Commissioners is requesting sealed bids on speed limit feedback radar signs for an annual contract under ITB BL066-23, with the bid deadline postponed to June 15, 2023 at 2:50 p.m. Firms on the Gwinnett County ineligible source list or those debarred or suspended are prohibited from submitting bids. Physical bid submission is required; electronic submittals are not accepted.

The scope covers an initial estimated purchase of 15 to 20 signs across four required line items: 10 portable 12–13" units with dual-color display and lithium batteries; 10 solar-powered 12–13" units with backup batteries; 5 solar-powered 18" units with backup batteries; and 5 hardwired 12–13" units with backup batteries. Optional line items include training and cellular data services. All units must achieve 1200-foot radar range, comply with MUTCD and NEMA 4R standards, and include Wi-Fi or Bluetooth-enabled data collection software compatible with Android, Apple, and Windows platforms. The software must store data for a minimum of two weeks and export vehicle count, speed violations, average speeds, and percentile speed data in Microsoft Excel, Access, and Word formats. Line Item 1 does not require variable messaging; Line Items 2, 3, and 4 do. Vendors may bid on individual line items rather than all items.

The contract runs one year initially with up to four optional one-year renewal periods. Pricing must remain firm for the initial term; renewal pricing adjustments cannot exceed the percentage increase or decrease stated at bid time. Bidders must provide three references of similar scope, a Code of Ethics affidavit, evidence of $500,000 commercial general liability and $1,000,000 umbrella liability coverage, and training delivery within 60 days of award. Award is made to the lowest responsive and responsible bidder. Gwinnett County reserves the right to award to a single vendor or multiple vendors and to negotiate terms at its discretion. Addendum 2 revised Line Item 1 specifications and the bid schedule format; vendors must submit the signed addendum with their proposal or face bid rejection as non-responsive.
