About this file

This is Addendum #2 to a bid solicitation (BL066-23) issued by Gwinnett County, Georgia for the provision of speed limit feedback radar signs on an annual contract. The addendum postpones the bid deadline to June 15, 2023 at 2:50 PM and revises specification requirements for Line Item 1, which calls for 10 units of 12-13" portable radar driver feedback signs with dual-color display capable of up to 1200-foot radar range and MUTCD compliance. The solicitation includes four primary line items: 10 portable units with cell lithium batteries, 10 solar-powered 12-13" units with backup batteries, 5 solar-powered 18" units with backup batteries, and 5 hard-wired 12-13" units. Additional optional items include training, cellular data, and software. Vendors may bid on individual line items rather than all items, and Gwinnett County reserves the right to award to the overall low bidder or multiple vendors. The contract begins upon award and requires pricing to remain firm for the initial term, with provisions for up to four optional one-year renewal periods at vendor-estimated price adjustments not to exceed the stated percentage increase or decrease at time of bid.

Bidders must submit the signed addendum with their proposal and provide pricing for all bid items in the revised schedule format. Certificates of insurance are not required at bid submission but must be provided upon request after award. Line Item 1 does not require variable messaging capabilities, but Line Items 2, 3, and 4 do. Gwinnett County requires electronic payment upon award and reserves the right to terminate the agreement for cause with 10 days' notice or for convenience with 30 days' notice. Vendors currently on the Gwinnett County ineligible source list are prohibited from submitting bids. Failure to return the signed addendum page or use the revised bid schedule may result in bid rejection as non-responsive.

Q3. How would a manufacturer estimate pricing decreases or increases next year and further into the future, at the present time? (Pg6, Bullet Points at the bottom of the Bid Schedule)

A3. Pricing decreases or increases would be the sole responsibility of the vendor to estimate. The increase/decrease listed on the bid schedule will not be able to change for renewal terms. Q4. Is there was a requirement to supply a response for all bid items, or if a bidder could choose to bid for only certain types of radar signs for BL066-23. In other words, would you accept bids from one vendor with the best price on the 12" signs, and then another vendor for the best price on the 18" signs, or is this a sole source bid where the vendor must supply a price for each sign type or else be rejected?
