About this opportunity

Gwinnett County's Department of Community Services solicited competitive informal written quotes for registered dietician services on an annual contract with four one-year renewal options under PA016-22, with quotes due March 23, 2022; all quotes were rejected in their entirety on March 30, 2022, and the county announced intent to revise specifications and re-bid.

The scope encompasses menu planning with quarterly cycle reviews, standardized recipe development and nutritional analysis, nutrition education and counseling for high-risk individuals, staff training on food safety and nutrition topics, program coordination, and quality assurance oversight to ensure compliance with Department of Aging Services nutrient content standards. Services support congregate meal programs at four senior center locations and home-delivered meals to approximately 550 in-home clients. The role requires no set number of hours or full-time commitment; quarterly menu analysis and meetings (approximately one hour per quarter at designated sites) and weekday nutrition education activities at centers are primary deliverables. All ancillary expenses including mileage, meals, and lodging are the contractor's responsibility and not reimbursed by the county.

Respondents must hold current registered dietician credentials and provide a minimum of three references demonstrating similar project scope and size. Comprehensive insurance is required: Workers' Compensation, Commercial General Liability ($500,000 limit), Auto Liability ($500,000 limit), and Umbrella Liability ($1 million limit), with carriers maintaining A.M. Best rating A-5 or higher and authorization to conduct business in Georgia. Contractors must provide an original signed, notarized Contractor Affidavit demonstrating E-Verify federal work authorization program compliance.

Pricing must remain firm for the initial contract term and four renewal periods unless a percentage increase or decrease is specifically noted with explanation. Questions were due March 18, 2022. Award was to be made to the lowest responsive and responsible bidder; Gwinnett County reserved the right to reject any or all quotes, negotiate, or split the award among multiple contractors. The contract was scheduled to begin April 16, 2022, upon award.
