About this file
This Addendum #1 clarifies requirements for Gwinnett County's Department of Community Services' solicitation for Registered Dietician Services on an annual contract with four renewal options. The contract replaces an existing annual agreement and became effective April 16, 2022 upon award. The registered dietician will serve four congregate program sites and approximately 550 home-delivered meal clients throughout Gwinnett County, Georgia. Primary responsibilities include conducting quarterly menu analysis and meetings (approximately one hour per quarter at designated sites), providing nutrition education and wellness activities during weekday hours at the centers, conducting phone-based client referral follow-ups via email coordination, and offering counseling services as needed. The role does not require a set number of hours or full-time commitment, and additional onsite work will be coordinated with the Health and Human Services Division as required.
The contract will provide one-time fixed monthly payments to the awarded vendor, with all ancillary expenses including mileage, meals, and lodging to be covered by the contractor and not reimbursed separately by Gwinnett County. The critical component of this role centers on the quarterly menu analysis submitted to the state, which occurs four times annually with menu meetings held the month prior to the state submission deadline. Vendors must acknowledge this addendum by signing and returning it with their bid response; failure to do so may result in a bid being deemed non-responsive. The contract is designated as a competitive informal written quote solicitation requiring qualified contractors to demonstrate compliance with all specified requirements.

ADDENDUM #1
PA016-22, Provision of Registered Dietician Services on an Annual Contract
QUESTIONS:
Q1. What is the effective/start date for this project?
A1. April 16, 2022 or upon award.
Q2. Where will I find the questionnaire or guide to input responses?
A2. The invitation to quote includes all of the required documentation. There is no questionnaire or guide to input responses.
Q3. Is this a first-time role or a replacement?
A3. This contract will replace an existing annual contract.
Q4. What number of hours will this contracted role be utilized?
A4. Between the various quarterly meetings, menu planning and analysis completion, nutrition education and wellness activities, and counseling, the time could vary based on the need at that time. There is no set number of hours as long as the awarded vendor can fulfill all contract requirements.
Q5. Can you estimate the number of hours you want the contracted Dietician onsite? And, off site?
A5. The quarterly menu meetings with the Centers will be on site for approximately one hour each quarter. Additional onsite work and meetings may be required and shall be coordinated with the Health and Human Services Division of the Department of Community Services.
Q6. Was your previous Dietician paid hourly or what frequency?
A6. One-time fixed monthly payments.
Q7. Do you consider this role 5 days a week?
A7. No
Q8. How many locations will the Dietician be required to serve in the role?
A8. The County currently has four sites for the Congregate program and approximately 550 home delivered meals (HDM) clients.
Q9. When we quote for this role, do you expect that we will include mileage, meals, lodging
(if necessary)? Or are the ancillary expenses to be handled internally by Gwinnett County outside of the contracted rate?
A9. There will be no additional expenses paid by Gwinnett County outside of the quoted monthly payment.
Q10. Are there specific details regarding this role that are most important to Gwinnett
County? Examples: works weekends, flexible with hours, shift work, other.
A10. The biggest component is the menu analysis each quarter that Gwinnett County turns in to the State. The menu is the same for three months, so menu analysis occurs four times a year (once each quarter). The quarterly menu meeting with our Seniors occurs the month before the menu/analysis is due and typically lasts for one hour. Some referrals will be made via email for Center and HDM clients. These will require phone follow up from the registered dietician to the referred client. The County will utilize the registered dietician for Wellness talks in the Centers, which occur during the week and are pre-scheduled. However, Gwinnett County shall review and ensure that the selected dietician meets all contract requirements.
This addendum should be signed in the space provided below and returned with your bid.
