About this opportunity
Gwinnett County Department of Water Resources is requesting an informal written quote for biogas testing services on an annual contract, with the submission deadline extended to March 16, 2023 at 3:00 p.m. under Addendum #2 (issued March 13, 2023).
Vendors must be certified by the National Environmental Laboratory Accreditation Program (NELAP) and the American Association for Laboratory Accreditation (A2LA). The scope requires provision of sample collection bottles, shipping materials, analytical services, and related supplies. Gwinnett County DWR staff will collect 24 discrete biogas samples annually (approximately four collection events per year with six samples per event) in vendor-provided containers, package them in vendor-supplied shipping materials, and arrange commercial delivery to the vendor's laboratory. Sample collection containers must consist of Tedlar sample bags and protective paint cans; Addendum #2 clarifies that passivated high-pressure cylinders with inert coating are also acceptable. Analysis must follow referenced standard methods including ASTM D1945/1946, EPA 3C, ASTM D3588, ASTM D6228 (corrected from D6968 in Addendum #2), ASTM D7550, and ASTM D8230, with results delivered within 14 calendar days in Adobe PDF and Microsoft Excel formats.
The initial contract term commences upon award with four optional 12-month renewal periods at the county's discretion. Pricing must remain firm for the initial contract term and be quoted as a unit price per discrete sample analyzed, with all costs including materials, sample bags, delivery, and overnight return shipping via FedEx or UPS included. Award will be made to the lowest responsive and responsible quote; the county reserves the right to reject any or all quotes, negotiate with the lowest bidder, and split the award among multiple vendors. Vendors must register with E-Verify, provide three professional references with comparable project experience, and submit a notarized Contractor Affidavit and Agreement. Questions are due February 23, 2023. Gwinnett County is exempt from federal excise tax and Georgia sales tax on direct purchases. All bidders must acknowledge receipt of both addenda by inserting their numbers and dates in the bid form.
