About this opportunity
Gwinnett County is requesting bids on an automatic fuel management system (FMS) for approximately 3,000 fleet vehicles and equipment across eleven fueling sites, with sealed bids due March 30, 2023 at 2:50 p.m. and a mandatory site visit on March 15, 2023 at 10:00 a.m. at Fire Headquarters in Lawrenceville. The County intends to award to the lowest responsive and responsible bidder.
The FMS must be a stand-alone system capable of unattended 24/7 operation, compatible with existing fuel site equipment, and capable of interfacing with the County's existing Fleet Focus software. The system will control, authorize, and record refueling through computerized data collection. The bid schedule requests pricing for 22 five-hose terminals, 22 network switches, 7,500 key fobs, and labor for mechanical and electrical installation, training, and project management. Installations will be performed site-by-site with full project signoff required before work begins at subsequent sites.
Vendors must demonstrate a minimum of five years' experience providing fleet fuel management systems and be authorized as a manufacturer, dealer, or provider of such systems. Insurance requirements include Workers' Compensation with $100,000 each accident limits, Commercial General Liability of $500,000 per occurrence, Auto Liability of $500,000 per occurrence, and Umbrella Liability of $1,000,000. All insurance carriers must be authorized to do business in Georgia with an A.M. Best rating of A-5 or higher. Vendors must submit bids in duplicate and include a Contractor Affidavit and Agreement and Ethics Affidavit. Questions are due March 14, 2023; the question deadline was extended to March 17, 2023 under Addendum #1. The County reserved the right to reject any or all bids, waive technicalities, negotiate with the lowest responsive bidder, and split awards or award in entirety.
