About this opportunity

The Philadelphia Water Department is requesting proposals for OSHA-certified training services under a Small Order Purchase RFP, with proposals due August 21, 2026. The solicitation includes a Local Business Entity Certification requirement and an LGBTQ Data Form that serves as part of the evaluation criteria assessing contractor commitment to diversity and inclusion.

The scope requires site-specific course material tailored to the Philadelphia Water Department's operational environment, incorporating hands-on demonstrations, lecture components, video materials, and employee handouts. Vendors must demonstrate OSHA certification credentials and experience delivering customized hazmat safety training to meet the department's particular employee populations and safety objectives.

The contract is structured as a Professional Services Small Order Purchase (PSSOP) Provider Agreement with an initial term specified in RFP Section 2.1 and the City of Philadelphia retaining options to extend for up to three additional one-year terms, not to exceed four years total. The City must provide thirty days' written notice before exercising extension options. Compensation is established per RFP Section 2.1, subject to City Council appropriation and compliance with the City of Philadelphia Contract Cost Principles and Guidelines.

Required insurance coverage includes general liability of $1,000,000, workers' compensation at statutory limits, automobile liability of $300,000, and professional liability of $500,000 minimum. Providers must comply with federal and state law, nondiscrimination standards, the Philadelphia Fair Practices Ordinance, the Philadelphia 21st Century Minimum Wage and Benefits Standard, and HIPAA requirements where applicable. The City reserves the right to reject any or all proposals, cancel the solicitation, waive technicalities, and modify specifications as needed. Records must be retained for a minimum of five years following final payment acceptance. Electronic payment processing is required upon enrollment.
