About this opportunity
Chatham County, Georgia is requesting proposals for electronic monitoring services for adult justice-involved individuals under RFP 22-0109-7, with proposals due May 31, 2023 at 5:00 p.m., funding provided in whole or in part by the American Rescue Plan.
Vendors must be trained and experienced in adult EM service provision and equipment management, capable of delivering 24-hour monitoring using both Radio Frequency and GPS technologies, two-way communication devices, GPS mobile applications, real-time messaging, and comprehensive monitoring of inclusion/exclusion zones and curfew compliance. Installation and removal services are required seven days per week (7:00 a.m. to 7:00 p.m. weekdays; minimum two consecutive hours weekends). Monthly reporting must include equipment summaries and violation documentation. Vendors must identify equipment make and model numbers, confirm deployment of current manufacturer technology, and maintain inventory sufficient to exceed typical demand. A current Chatham County or Georgia municipal business license is required prior to award, along with workers' compensation insurance, $1,000,000 general liability coverage, and a $3,000,000 fidelity bond.
The contract term extends through December 31, 2024. Pricing shall be submitted on a daily rate basis per client, including installation fees, with all costs all-inclusive of equipment, maintenance, and services.
Evaluation criteria are qualifications and experience (25 points), methodology and implementation (30 points), MBE/WBE participation (15 points), cost proposal (25 points), references (5 points), and interviews/presentations if required (30 points). The County requires documented good faith efforts to achieve M/WBE contract goals. A pre-proposal conference was held May 17, 2023. Proposals must be submitted online through the County's procurement portal. Federal requirements flow down Davis-Bacon Act prevailing wage obligations (if applicable), prohibition on specified telecommunications and video surveillance equipment manufacturers (Huawei, ZTE, Hytera, Hikvision, Dahua), and domestic preference for U.S.-produced goods, materials, and products.
