About this opportunity

Collin County is requesting proposals for GPS Offender Monitoring services to support Pre-Trial Release, Community Corrections and Supervision (CSCD), and Juvenile Probation, with proposals due November 12, 2026 at 2:00 p.m. and questions due November 5, 2026 at 5:00 p.m. The County seeks pricing under both County-funded and offender-funded payment models.

The scope includes one-piece FCC-certified ankle bracelet GPS units with 12+ hour battery life (preferably 24 hours), water-resistant and tamper-resistant design, and capability to charge via 110V domestic and 220V international power supplies. Units must have been in use by U.S. law enforcement, corrections, or probation departments for at least two years, or contractors must provide field reliability data. The contractor must operate a central monitoring facility capable of monitoring offenders and filtering violations; provide web-based software allowing offender enrollment, zone restrictions, alert management, and report generation; maintain 24-hour technical support; and replace defective parts within 24 hours with loaner units available. Installation and removal services must be available Monday through Friday, 6:30 a.m. to 5:30 p.m., with a dedicated full-time installer for same-day service requests. Contractors must provide three initial four-hour training sessions and ongoing training at no additional cost. CJIS-compliant data storage and exclusive County ownership of all data upon contract termination are required.

Pricing must include daily monitoring rates for three service areas: Pre-Trial Release (99,000 total days at 275 average units monthly, 361 installations), CSCD (7,920 total days at 22 average units monthly, 31 installations), and Juvenile Probation (10,080 total days at 28 average units monthly, 61 installations). Annual estimated expenditures are $700,000 for Pre-Trial Release, $40,000 for CSCD, and $40,000 for Juvenile Probation. All pricing must be fully inclusive of administrative, equipment, monitoring, installation, delivery, and setup costs; no additional surcharges are accepted.

The contract term is one year commencing on award date with options for four additional one-year renewals. Demonstrations are anticipated for November 30, 2026, and award is anticipated for January 11, 2027. Contractors must maintain comprehensive insurance including $2 million general-liability aggregate, workers' compensation, commercial automobile liability, professional liability, and umbrella coverage, naming Collin County as additional insured. The Conflict of Interest Questionnaire must be completed within seven business days of proposal submission. Funds are approved through the current fiscal year only; future obligations are subject to budget approval.
