About this opportunity

The Hawaii State Department of Education's Procurement and Contracts Branch is issuing Invitation for Bids (IFB D26-089) to procure comprehensive classroom cleaning services at Leilehua High School in Wahiawa, Honolulu County. The procurement encompasses daily trash collection and disposal, sweeping and dust mopping of 100 classrooms three times weekly (Tuesday, Thursday, and Wednesday), and weekly wet mopping of 99 tiled classrooms on Wednesday. Services must be performed Monday through Friday during school hours between 1:15 p.m. and 6:00 p.m., with contractors required to maintain a minimum of four to five personnel on-site for each service session. Qualified bidders must demonstrate a minimum of two consecutive years of cleaning services experience immediately prior to the bid opening date, maintain a permanent business location on Oahu staffed during regular business hours, and provide at least three professional references from companies or government agencies for whom similar services were provided. The contract period runs from July 1, 2026, through June 30, 2027, with options to extend for three additional twelve-month periods upon mutual written agreement at prices equal to or lower than the initial contract price. Sealed electronic bids must be submitted through the Hawaii eProcurement System (HIePRO) no later than 4:30 p.m. Hawaii Standard Time on March 31, 2026. A non-mandatory pre-bid meeting and site inspection will be held on March 18, 2026, at 9:00 a.m. at Leilehua High School Administrative Office, 1515 California Avenue. Award will be made to the responsive, responsible offeror submitting the lowest total estimated bid price for all three service items, with unit bid prices required to be all-inclusive of labor, equipment, materials, supplies, and all applicable taxes.

No set-aside designations or restrictions limiting response to disadvantaged enterprises or specific organization types are indicated in the solicitation materials. Contractors must comply with all State of Hawaii tax requirements, including general excise tax, employment security, workers' compensation, disability insurance, and prepaid health care obligations, and must obtain a Certificate of Vendor Compliance prior to contract execution. All contractors must maintain comprehensive liability and property damage insurance with minimum coverage of $1,000,000 per accident for automobile liability and $2,000,000 aggregate for commercial general liability. Offerors must certify that their offers were independently developed without collusion and are not in violation of Hawaii Revised Statutes Chapter 84 regarding prohibited State contracts. Federal compliance requirements, including prevailing wage standards and debarment verification, may apply if the contract receives federal funding. No incumbent vendor or existing contractor information is provided in the solicitation materials. The solicitation does not include a specified budget or award value range; pricing will be evaluated competitively based on submitted bids for the identified services.
